In order to implement “the Several Opinions of the State Council on Vigorously Promote the Rise of the Central Region Strategy”, promoting the comprehensive, coordinated and sustainable development of economy, population, resources, and environment which around Dongting Lake area, building this zone is the best carrier to achieve this goal.In terms of ecological environment, Dongting Lake is an important throughput lake of the middle reaches of the Yangtze River. It is an integral and important component for Yangtze River ecosystem. In terms of social economy, the lake area is an important economic zone in Hunan Province. It is ensure that the economic of Hunan province and the Yangtze River region can develop stable and sustainable. Therefore, the construction of Dongting Lake Ecological Economic Zone concerns social, economic, nature and culture. It can be seen that the construction of this zone must be a complicated project. Its complexity and importance decided that the government is an absolutely subject to building Dongting Lake Ecological Economic Zone. Only by the government to fulfill this function, the work of the construction can be coordinated and the efficiency of it can be maximized.Discussing the construction of Dongting Lake Ecological Economic Zone is based on SWOT Study. It also based on the theory of sustainable development, strategic management theory and regional economic division of labor theory.
