Rural housing is a lifetime relationship with the farmer’s "lifeline". Changes in the land have great influence in their lives. With the rapid development of reform and opening up and the economy of socialist market, as well as in-depth practice of development and reform, the shortcomings of the land use right system of the rural housing. And "property dynamic" of homestead is urgent to achieve. In this study, rural homestead is the study object. The possibility and feasibility of the rural homestead property changes from the perspective of.Then the study proposes a new mechanism for rural housing, in order to constantly improve the system and make realization of the rural homestead property, promote the rational use and protection of homestead resources, achieve the most efficient allocation of homestead resources and fully protect farmers’ land rights.In this paper, the system combing method, field research methods, statistical analysis and the Logistic regression models are used. On the basis of the definition of relevant theories and concepts,the paper analysis the change of our homestead institutional,the characteristics and development trend analysis rural housing, and conducted key research in Jing-jin-ji District, in order to truly reflect the utilization problem caused by the achievement of land use right for rural housing. Then the paper analysis the defects and limitations in the process of homestead property realization, from the perspective of property realization. Finally the study gives suggestions to improve the homestead system. The research content and conclusions are as follows.(1) This paper divides the national historical stage into five parts from the property law system,based on the relevant laws and regulations clues.According to the homestead ownership, housing rights holders as well as multi-angle power limit,the change process of homestead institutional is divided into five phase. Then the paper summarizes the basic characteristics and development trend of stage homestead system.(2) Nowadays the property power of homestead needs to be achieved completely and fully in depth. In this study,the structure of land use right of rural homestead and the structure of the state-owned construction land use right were compared. The paper found that the degree of integrity and achieve for the homestead’s land use right are limited. This facts hinder the realization of the market in the process of urbanization trend. And the valuable asset of homestead can’t be fully exerted. And the study makes an analysis of the use status of some areas of our country homestead and wishes to expand homestead of local farmers, from the research in Jing-jin-ji District.(3) The achievement of rural homestead property should follow the trends of national development. In this paper, "property dynamic" is raised to achieve rural homestead. After analyzing the dynamic changes direction of rural homestead system, the paper proposes the paths to improve the homestead rich power structure gradually and promote the implementation of homestead power, such as indeed the right registration, expand the function, establish a homestead market, specific ways to recover unused land. etc. At the same time, the basic principle combines the optimal efficiency, urban and rural, and local conditions. Then the values combine complete, dynamic, system fairness, efficiency, and value of the wealth.
