Rural Housing Land Use Right Transfer In Chengdu

Urban and rural development and promoting the construction of a new socialist countryside is a concrete manifestation of the scientific development concept; Further improving the land system, under the premise of the strict protection of cultivated land, promoting the orderly flow of rural land resources and the economical and intensive use, increasing the income of famers land rights, is the key to urban and rural development; Rural residential land system is an important part of the rural land system, so improving the rural homestead system is an important part of improving rural land management system. In the context of the new rural construction, Chengdu has proposed a strategy of Urban and rural development, hoping to promote the transfer of rural land use right in rural development. In order to promote rural land use right transfer, accelerate rural homestead in the market, Chengdu hopes to build a rural residential land market though policy instruments. In this paper, in order to promote the transfer of power in rural homestead as the standard, we selected three rural areas of Chengdu, trying to show the full picture of Residential Land in rural areas of Chengdu, and study the current market for rural residential land zone to all the changes for our rural.Rural Housing Land Use Right Transfer does increase the income of the villagers, but the author found that residential land market in rural society and rural areas have tremendous political influence. Homestead market led to the gradual disintegration of the village community and the impoverishment of vulnerable groups. Meanwhile, the rural community is also turned into a reverse movement of the market. Many factors could cause that homestead may be difficult to continue to promote market-oriented. On the other hand, rural residential land market has led local governments to strengthen the control of village self-government organizations, the Chief of the village gradually. It is difficult to solve the public affairs very well, and provide public goods more difficult. At the same time, Rural Housing in the market also inspires "the unofficial enthusiasm" of the elite, optimizing the allocation of resources. It greatly activated the autonomy of rural villagers. Chengdu, the experiences and lessons in the rural homestead for the right to use the circulation, combined with the proposed of the academia to reform the current system of rural residential land, policy recommendations are proposed in this paper, hoping for the reform of China's rural homestead to contribute.
