Land Resource Allocation is to improve land productivity and land use efficiency and effective path method can achieve sustainable development and regional land conservation and intensive land use. In recent years, resulting in the quantity and quality of land resources and land resources use patterns changed greatly, while making the demand pressure on land is increasing largely due to continued growth in population. Study and solve the urban development of land resources in low and serious waste problem. Research enrich the ecological footprint solution to the municipal area of land resource optimization case study, it is expected to be another of the same type city to resolve the contradiction between human and non-equilibrium problems in urban development that exist in providing solutions, strategies and reference.Current lack of quantitative research analysis and visualization, mostly qualitative analysis and description; there are few studies of spatial analysis for the optimal allocation of land resources, is to establish a more macro models to optimize land use, land-use analysis focused on the status the quantity, quality and structure. Currently optimal allocation of land resources approach also has some drawbacks, there have been few studies carried out in-depth research and thorough method for optimal allocation of land resources, the lack of current research can be completed Land Resource Allocation spatial pattern design method, while generally more focused on land resources in the optimal allocation of the number of structures, but also the lack of optimization can be completed over the process model and research methods to optimize the structure of land resources amount to the spatial pattern. In the study of optimal allocation of land resources, how to achieve its coordination number, space, and time of use is the focus of land resource optimization studies.In this study, Qiqihar City, Heilongjiang Province, Qiqihar after adjustment of administrative divisions under the jurisdiction of the urban areas and 9 counties(cities) of the study area. Learn from Qiqihar City, in the latest round of land use planning for the ecological footprint background biophysical flow method, focusing on land use structure of the module in a typical agricultural combines workspace- Qiqihar city ecological footprint, land carrying capacity, in the process of ecological pressure index and land use issues, domestic and optimization analysis insufficient land resources. From an ecological perspective, linear programming equation optimal allocation of land resources. To achieve the goal of comprehensive benefits of social, ecological and economic maximize the optimization results of the feasibility analysis. With a view to the preparation of Qiqihar City Land Resource Allocation of the overall plan and provide a theoretical basis.The results showed that:(1) Qiqihar factors yield farmland and construction sites than any other big city is high, the growth rate of per capital ecological footprint, regional land carrying capacity increased slightly, but the land carrying capacity can not meet the needs of regional ecological footprint; regional ecological security of land has decreased and ecological deficit continued to expand, a serious threat to sustainable development; regional land Qiqihar ecology increasing pressure, far beyond the land carrying capacity thresholds.(2) the ecological footprint of Qiqihar City in 2020 and 2030 to predict the ecological footprint per capital increased by a big margin, increasing the ecological carrying capacity of the land, but in relation to the ecological footprint increases very slowly, gradually increasing ecological deficit. From the point of view ecological carrying capacity, ecological supply of construction land and forest land have increased, other types of land area has fallen; from the point of view of ecological footprint, arable land and fossil energy ecological footprint ecological footprint increases the amount requested proportional share of the largest ecological footprint grass ranks only behind.(3) based on the ecological footprint, the paper established a multi-objective linear programming model to select the optimal allocation of land resources is the best solution. Qiqihar land resources, in 2020 and 2030 per capital ecological capacity increase compared to the previous forecast of an increase of ecological deficit reduction than the predicted value adjusted value. After the restructuring of the economic benefits of land resources of various types of land have also been greatly improved, it can achieve the goal of a unified strategic ecological, economic and social benefits of the proposed national economic and social development plans.(4) how to further optimize the allocation of land resources, propose regional sustainable development strategies and proposals.
