Research On The Mode Selection Of Industry Technology Innovation Strategic Alliance In Heilongjiang Province

Industry technology innovation strategic alliance is important to support the implementation of national technology innovation project, and is an effective ways to integrate industrial technology innovation resources, promote industrial innovation of technology integration and enhance the core competitiveness of industries. Heilongjiang Province gave full play to its own technology and education resources, to promote the establishment and development of industrial technology innovation and strategic alliances vigorously. By 2014, Heilongjiang Province had a total of 41 industrial technology innovation and strategic alliances,involved of soybean fields, dairy, grains,graphite, composite materials, satellite navigation and location-based services and some other areas.It achieved remarkable results in improving the regional technological innovation capability,accelerate the transformation of scientific and technological achievements. But when facing the rapidly changing market environment and the ever-changing science and technology, the traditional model has been unable to meet the league stage of the development goals to industry technology innovation strategic alliance in Heilongjiang province. The alliance mode choice is facing a great challenge. Therefore, in the new situation of knowledge economy society, research to the industry technology innovation strategic alliance mode choice problem, in order to provide a basis for scientific selection of industry technology innovation strategic alliance mode in Heilongjiang province, to promote the healthy development of industrial technology innovation strategy and promote the sustainable development of economic in Heilongjiang province.In this paper, we take “the mode selection of industry technology innovation strategic alliance in Heilongjiang province” as the research object, firstly, expounded the concept of technological innovation, strategic alliance, alliance mode and the theoretical basis of this study. Secondly,analyzes the present development situation of industry technology innovation strategic alliance and alliance mode present situation, pointed out the existing problems of alliance mode. Thirdly, the use of empirical analysis and regression analysis method to get that influence factors of industry technology innovation strategic alliance mode selection in Heilongjiang province, and take soybeatake soybean processing industry technology innovation strategic alliances as example,using fuzzy comprehensive evaluation method to evaluate. Finally, puts forward the principles,ideas and Countermeasures of industry technology innovation strategic alliance mode selection inHeilongjiang province.The conclusions are as follows:(1) At present, industry technology innovation strategic alliance mode in Heilongjiang province mainly includes government guidance, research driven and market-oriented. The existing mode of alliance type is single, the mode of positioning and goals are not clear, mode innovation is not strong and the management and operation mechanism is not perfect.(2) The government role factor, resources factor, market structure factor, risk factor and expected performance factor are the main factor of affecting the alliance mode choice.(3) By the method of fuzzy comprehensive evaluation, according to the principle of maximum degree of membership, the empirical results of soybean processing industry technology innovation strategic alliance should be select government led alliance mode.(4) Heilongjiang province industry technology innovation strategic alliance mode choice should follow the strategy matching,complementary resources, minimize the cost of transaction, risk minimization principle.
