In 2008, six ministries and commissions clearly put forward the views and requirements that to carry out the pilot work of industrial technology innovation alliance, which has attracted great attention in the whole country. It has become an important force for the cultivation and development of strategic emerging industries to seize the commanding heights of the economy, science and technology, and to promote a new industrial revolution. Guangdong provincial government has attached great importance to the construction of industrial technology innovation alliance, based on the industry-university-institute cooperation of Guangdong Province, Guangzhou industrial technology innovation alliances have continuously improved. In recent years, Guangzhou has established 34 industrial technology innovation alliances, covering 7 areas of electronic information, advanced manufacture, biological medicine, new energy, modern agriculture and traditional advanced industries. However, along with the development in scale, the alliance is influenced by more factors, which makes the evaluation their stability, continuity and efficiency a more important task.Firstly, based on defining the concept of industrial technology innovation alliance, through the methods of literature research, questionnaire investigation, and interview, this paper studied the status and problems of industrial technology innovation alliance of Guangzhou. Secondly, constructed the model of dissipative structure based on functional localization of subjects in alliance, and then constructed the dissipative structure model and analyzed its operating mechanism of industrial technology innovation alliance. Thirdly, took Guangdong Aluminum Magnesium Light Metal Materials Industry Innovation Alliance as example, analyzed the orderliness of its structure and operation by various methods. Lastly, according to the current situation study and empirical study, along with the reality, countermeasures and suggestions were proposed from the perspective of the formation of dissipative structure.The main results of this paper consisted of three parts. Firstly, there are problems exist now in Guangzhou industrial technology innovation alliances. Macroscopically, there is little effect on mature, large and agricultural enterprises, and the policy needs to be improved. Microcosmically, there are problems such as the unclear targets among the members in the alliance, the shortage of funds and professional talents, difficulties in protecting intellectual property rights and developing the market. Secondly, the main factors influencing the structure and operation of industrial technology innovation alliance greatly include government policy, financial support, intermediaries, talents and equipment. Thirdly, eight suggestions are proposed from four perspectives. As for the construction of the openness of the alliance, improve the cooperative efficiency in the alliance and improve the openness of the alliance are needed. As for far from equilibrium of the alliance, it’s necessary to encourage the enterprises form the alliance spontaneously and perfect the competition and incentive mechanism. As for the construction of fluctuation mechanism of the alliance, it’s necessary to perfect the policies and regulations for technology innovation and foster the space for technology innovation. As for the construction of nonlinear effect, promoting diversified development and paying attention to the key elements are needed.From the perspective of dissipative structure theory, this paper calculated the correlation entropy and operating entropy based on entropy principle, which provided a unique angle to evaluate an industrial technology innovation alliance, and the results of empirical study can be a theoretical basis for the government policies. In theory, this study enriches the evaluation method for a system, and constructs the operation of Guangzhou industrial technology innovation alliance. In practice, this study can not only help the alliances to know their own the development, but also helps the government to have the competence and performance of alliances in hand, and contributes to the formulation of industrial policies.
