Research On The Operation Mode And Management Mechanism Of Yunnan Province's Industrial Technology Innovation Strategic Alliance

With the deepening development of industry-university-institute cooperative around the world,Industrial technology innovation strategic alliance,as a kind of innovation model of cooperation,become the center of the governments and companies work continuously.This industry-university-institute cooperation mode can effectively reduce the risk of technological innovation and improve the efficiency of innovation,obtain competitive advantage,through the establishment of industrial technology innovation strategic alliance as a whole well with scientific and technological resources,promote the core industry technology innovation,at the same time enhance the innovation ability and core competitiveness.Based on this,Yunnan province also proposed to speed up building industry technology innovation strategic alliance pilot work,however,how to run the industry technology innovation strategic alliance,how to make performance evaluation,how to build management mechanism,all of this problems become an urgent need object to research,this also become the research focus foe the local governments and scholars.This article first to comb the related research achievements of industrial technology innovation strategy alliance,from the definition,development,stability studies,alliance performance evaluation and methods,management mechanism and coordination mechanism,and other aspects to carry on the literature review.Secondly,combining with the survey data and actual situation,analyzes the present situation and the characteristics of alliance,charts and data analysis are used to explain adequately,and from the alliance operation mode analyze the existing operating mode of Yunnan province,to ensure that the research more in line with the actual situation of Yunnan province.After the comprehensive analysis of the above results,combining with the principles of index system construct,the index selection experience and the actual situation of data collection,from the angle of input and output to construct the performance evaluation indicators,using DEA method combined with field surveydata make the actual analysis,making the empirical analysis for the overall operation of technology innovation strategic alliance in Yunnan province,at the same time the results were evaluated further,the analysis result is objective and effective,which has certain reference significance.Finally,on the basis of the performance evaluation from the top-level design,with the member selection model,knowledge transfer and collaborative innovation,benefit distribution and risk-sharing,performance evaluation,risk early warning to build the management mechanism,and then points out the relevant countermeasures and suggestions,so as to better guide the construction of industrial technology innovation strategy alliance in Yunnan province,to enhance the ability of the industrial technology innovation from the overall level.
