A Study On Trade Facilitation Of Tianjm On The Background Of Beijing

With the rapid development of economic globalization, foreign trade is booming, and all countries and regions are actively seeking to reduce the simplification and harmonization of international trade procedures and formalities, expecting to increase more interest by reducing transaction costs. Trade facilitation has become a hot topic in the world.Trade facilitation level of China ranked 54 in the world in recent report. Some import and export enterprises have really got the benefits of trade facilitation. But the data shows, there is continuous decline in recent years, in particular the customs clearance efficiency, it is a long way to catch up countries with high trade facilitation levels. It is imperative to accelerate the process of customs reform in China.The twelve session of the Twelfth Meeting of the NPC Standing Committee was held on December 26, 2014, the State Council’s decided to establish the Tianjin free trade zone,Fujian free trade zone and Guangdong free trade zone. The three free trade zone have different aims, and Fujian aims to be open to Taiwan, Guangdong aims to be open to Hong Kong and Macao, Tianjin focuses on coordinated development of Beijing, serving for Tianjin and Hebei, "along the way" national strategy, developing for the real economy,growing financial leasing industry. While they have a common goal, namely, promoting goods and services in the zone and to make economy boom.The establishment of the Tianjin free trade zone will become a catalyst for the integration of Beijing, Tianjin and Hebei. The customs pay much attention to the integration of Beijing-Tianjin-Hebei customs. The integration can satisfy the need of international trade facilitation development, but also meet the needs of import-export enterprises and logistics development. Customs procedures simplification, improvement of the efficiency of customs clearance can apply better trade environment for the development of trade facilitation. It is great foe Tianjin to become international port cities on both joints.As the North’s first free trade zone, Tianjin has great responsibility and it will be meaningful, it is necessary to draw on the successful experiences of other countries and regions. Reform is a process of revival, could generate enormous profits in one sides. This paper is on the background of integration of Beijing, Tianjin and Hebei by comparative analysis and data analysis, and do research on current situation of Tianjin’s trade facilitation,as well as problems that may arise in the process. Then give some advice to promote further economic development.This paper first outlines the definition of trade facilitation and its relationship with the customs. Comparative analysis of the domestic and foreign countries and regions will be made where have high levels of trade facilitation of customs, such as Singapore and the Netherlands, and Japan, Shanghai free trade zone and other places. Then sum up the usefulexperiences from them. Brief introduction about the integration of Beijing, Tianjin and Hebei customs then, explained the reasons for Beijing-Tianjin-Hebei clearance integration policies, as well as the advantage of Beijing, Tianjin and Hebei customs. Final the problem of integration policy will be issued that may arise in the process of customs clearance. Then what Tianjin customs and business should do to promote trade facilitation. On the side of Customs and the relevant government departments, there should be introduction of advanced inspection equipment and highly qualified personnel, cross-border e-commerce platform standardization, taxation and related laws and regulations and a series of measures to promote trade facilitation process. From the angle of enterprise, enterprise should comply with the relevant laws and regulations, actively cooperate with the customs, give corresponding response to customs, strengthen the training of company personnel, and so on.
