Research On The Science And Technology Public Service Platform Construction And Service Innovation

Under the background of taking science and technology as the first productivity, encouraging innovation and entrepreneurship, a large number of science and Technology Parks, public service platforms were built and successfully incubate many small and medium-size enterprises. But as the development, the existing public service mode, network, operating mechanism can not meet the demand, the innovation of science and technology public services become a concern topic.This paper first reviews some research results about the public service, expounds the meaning and characteristics of the science and technology public service, the construction course of science and technology platform in our country and public service function and the challenges, points out the necessity of science and technology public service innovation.This paper takes the science and technology public service platform-- SIBMC which set up for nearly ten years as an example, details the construction status of SIBMC platform and service innovation effectiveness,combined with the new public service and government innovation theory, focuses on the problems which SIBMC encountered, including the simple service model, service network limited, the conflict of "government support" and "market" and provides valid innovation paths. The research on the service innovation of SIBMC case also provides some innovative ideas for other science and technology public service platforms.
