Research On Governmental Technology Service Platform In The Course Of The Development Of Bio-medical Industry

Most of biopharmaceutical enterprises in China survival in early-stage innovation for developing.Promoting service management and better public science services imply that science,technology and innovation are now key to improving economic performance and social well-being with development of regional innovation capability.The investigation of the idea with innovative potential development activities for bio-medical science and technology service platform will build a solid foundation for improving the function and mode of the platform.This study focused on bio-medical technology service platform,striving to promote open and innovative public sectors which actively engage with biopharmaceutical enterprises.Firstly,we reviewed the theoretical conception of the biopharmaceutical science platform,explained the role that theory and practice of service-oriented government and industrial agglomeration play in expanding access to the construction of the science platform.Then,concept and evolution of typical science service platform abroad were introduced,the basic features and development trend of the domestic science service platform were also descripted,clarifying the necessity of construction for the bio-medical technology service platform.The following research taked Nanjing biotech and pharmaceutical valley(BPV)'s development for example,exploring the relationship between government departments,universities and enterprises based on BPV's scientific research service system.We found that BPV has achieved an amount of achievements in the field of construction and industry development,established effective linking between scientific intelligence and enterprise technology demand,provided professional services for the development of Nanjing Bio-pharmaceutical industry.BPV is focused on optimization of management mechanism for service platform,setting members at the right position and strengthen cooperation,attracting more members to join in BPV.BPV's scientific service system has deepened the main role of government and enterprise,unleashing enterprise's initiative on government platform.This model will change most platforms' s situation that taking capital as operating basis and implement new policy passivity.This study researched function and mode of bio-medical technology service platform in the last part combining the characteristics of bio-pharmaceutical industry,revealed and analysed problems at each link such as repeated construction,redundant input,lack of coordination and low efficiency.The cause of the incident includes that it's unclear about construction target and industry positioning with low marketization.Proceeding from this basic stand,we indicated that improving the technical service in an all-round way by optimizing mechanism,mobilizing the energies of enterprises and talent,will promote sci-tech innovation capacity.We expect to establish perfect public science and technology service system and sci-tech innovation platform for BPV to be setted as a good example with cooperation among many enterprises and scientists on our platform.We need to consolidate our province's further promote economic restructuring by development of bio-medical industry,making contributions to the sustainable development of healthy and bio-medical industry for China.
