With the gradual development of social economy and adjustment of general strategy, the changes have been obviously taken place on urban-rural relationship, human-land relationship, and terrestrial structure of rural regions, which are mainly shown as follows, the contradiction between the rapid need of land for urban construction and the minimum holdings of rural land for farming, and the increasing demand for urbanization and new countryside construction. The comprehensive consolidation for rural land, as a major project for planning of urban-rural integration development, pursuit of well-off rural life, and mutual development to the benefit of agriculture, rural areas and peasantry, would not only intensify the land use, properly replenish the farmland, optimize the land use of city and countryside, but also revitalize the existing land successively. However, whether the fund for land consolidation is adequate or not is also the key to determine its success. Currently, during the proceeding of rural land consolidation, such problems as the imperfect legal system, lack of policy support and singleness of marketing financing mode, have restricted the proceeding of national marketization in land consolidation. Therefore, in the time of learning foreign experience, attention should also be paid to the practical problem and deficiency in such an extent to explore a compatible mode for scientific marketing of land consolidation, so as to perform its significant theoretical value and practical effect.This essay is started with the present condition of land consolidation marketing in Feidong County of Anhui province. Following the interviews to relevant officer in the county’s Bureau of Territorial Resources and the principal for loaning of land consolidation project from Feidong Rural Science&Technology Bank, the actual conditions and existing problems in county gov’t’s procurement and supervision for such project are summarized accordingly, hence to be analyzed, proposed and concluded. Through this study, it is expected to provide the county-level gov’ ts assistance and guidance for furthering the marketing of land consolidation, and also make beneficial supplement to the relevant study in our country.Case study method is adopted in this essay, referring to the basis of public choice theory and public governance theory with demonstration of cases concerning the marketing of feidong county’s land consolidation. The study shows that, certain good results have been achieved in such activities, for example, the financial pressure has been relieved by introduction of bank loan; public bidding has been implemented to attract the private enterprises in some projects; local peasants have also joint in with guidance; etc. However, the marketing of the county’s land consolidation is still developing at its early stage, therefore, some problems have found simultaneously due to the lack of professional guidance on theory and practical experience. In order to facilitate the marketing of county’s land consolidation, the author has analyzed the existing problems in combination with the practical experience in and out of the country and proposed the following measures for improvement: to introduce the idea of business management to gov’t; to attract the private fund in land consolidation; to perfect the legal basis for marketing of land consolidation; to coordinate the relationship between different interest-related parties with efficiency.
