Public service provision is becoming more and more important in public standard of living and the development of the country and society. City public service has been undertaken by our country for a long time. With economic global strategy's coming, the territory of city public services has been expanding. However, some badly things appeared, for example, government finance is in short, service of low quality and in efficient. For suit the new needs of the new situation, public service market reform need to be operated in Heilongjiang province. We must draw lessons from foreign theory and practice, on the basis of our country's condition, research into our public service market reform is more important.This paper takes advantages of new public management theory, new public choice theory, competitive market theory and governing theory to investigate the practical progress and economical and social effect of public service marketization in home and aboard. It takes providing situation of public service in Heilongjiang province as a basis to SWOT analyse the interior and exterior factors of development of public service in Heilongjiang province in order to point out its strength, weakness, opportunity and threat. This paper also applies AHP model to sort these fators to conclude some relatively important fators which influence the development of public service in Heilongjiang province. On the basis of above, it puts forward the guiding ideas and principles of Heilongjiang province for implementing public service, points out the public service range that could be marketable and studies focused on market-oriented operation mode which including outsourcing contracts, public-private partnerships, franchising and mixed operation. It also points out the appropriate fields to use these four modes and the problems which we should be aware of in practical applications. Finally, this paper describes the specific measures of public service marketization reform in Heilongjiang province from the angles of government, market, third-party forces and other main bodies combining with four modes of market-oriented operation and four aspects which are positioning government related functions scientifically and reasonably, perfecting the market competition mechanism, establishing a standardized monitoring system, encouraging and fostering the social forces to engage in public service industry. It aims to provide some useful suggestions for the reform of public service marketization in Heilongjiang province.
