In recent years, frequent food security affair incident all around the world, and there have been so much focus on the food security problems. But our country is in transition period, the frequency of the relatively higher the outbreak of food security incidents, with all kinds of media without discrimination to spread even intentionally rendering amplification, make food security events become the focus of widespread attention from all walks of life. Food security problems involve not only the raw material acquisition, but there is much more about what it will involve, such as Acquisition of Production Resources, product of food, the storage, the transport and the consumption of food, they are closely related to each other, and the food industry chain covering the whole process from the raw materials get to the consumption of food. Accident afterwards control brought about by the loss greater than the advance warning, therefore, to establish effective food security early warning system for early warning system, can reduce food security incidents in probability effectively. Decrease the consequences loss that caused by food security incidents, and safeguard people’s health and life and property safety is of great significance.Based on the semi-quantitative early warning method to construct food safety early warning model, and combining the Ping Dingshan in all kinds of food quality security data to verify this model, making predictions of the overall level of food safety in the future. This article mainly from the food industry chain of each link, by combining with the situation of the current food security factors affecting the food security risk analysis, put forward food quality and security of early warning index system that based on the industry chain, and using the theory of Likert scale five tables for the relevant index limit set, use the methods of analytic hierarchy process and grey prediction, designing the Model of Food quality and security of early warning mode. Look at Ping Dingshan from 2009 to 2013, for example, use the Food security status data to test the apply effect of the model, achieved the goal that can predict the happening of the total level of food security for the day to come.First, on the basis of illustrate, the paper selected topic background and significance.This article systematically analyzed the research results of the food quality and security of early warning theory based on the current view industry chain. At the same time propose the basic mentality and essential method of the research. Second, delimited the concept of food chain, food quality and security, and early warning of food security, proposed the relevant theory. Again, through to the Ping Dingshan food industry development as well as from theperspective of industrial chain to Ping Dingshan, Analysis about the present situation of Ping Dingshan food quality and security, Ping Dingshan has established the basis of food security pre-warning system, and analyzes the necessity of building Ping Dingshan food security early warning system; Then, on the basis of the analysis of risk factors for food industry chain.Based on the principles of build early warning indicators, established food quality and security system of early warning index. Set up the relevant food security early-warning index,to construct food safety early warning model by Analytic Hierarchy Process and gray prediction method, and to verify this model accuracy, forecast the overall trend of food quality and security; Finally, put forward correlative suggestions on strengthening the construction of food quality security early warning system of Ping Dingshan, to sum up this article and point out the deficiencies.
