The Eighteenth National Congress points out that what we aim to achieve is a new type of relations between industry and agriculture and between urban and rural areas in which industry promotes agriculture, urban areas support rural development, agriculture and industry benefit each other, and there is integrated urban and rural development. This important decision provides a new solution to the economic problem between urban and rural which has been existing for a long time.The incoordination of the economic relation between urban and rural will cause three problems, such as low resource allocation efficiency, excessively high Gini Coefficient and the inadequacy needs inside.These three problems not only concern China’s long-term economic development, but also affect the stability of our society. Therefore, it is of great realistic significance for solving the above problems to analyze the current situation, with the sample of Henan Province, and construct new urban and rural economic relations.It can also provides a theoretical basis for the follow-up academic research.Comparative analysis method and descriptive analysis method are mainly used to explain the points. First, identify the research subject, limit the scope, and then analyse internally in detail. In accordance with this idea of writing and the research order "question,solution and analysis", this paper systematically analyzes how to appease the contradiction between urban and rural areas of Henan Province through the construction of new urban and rural economic relations. There are six parts in this paper.Part 1 is an introduction. It describes the research background, research significance, research status review, ideas, methods and the possible breakthrough.Part 2 is the theoretical basis of the paper. It defines the concept of the new urban and rural economic relations. And based on this concept, the core of the paper is established, and the subsequent writing guideline is set up.Part 3 is the history, status and problems of urban and rural economic relations in Henan Province. Only analyzing them respectively can we understand the reality, and find the solution to the problems.Part 4 is the restricting factors to construct the new urban and rural economic relations, such as the city standard thought, the insufficient rural human capital investment, the infrastructure gap between urban and rural areas, and the unequal exchange of elements in urban and rural areas. This part also analyzes the above four factors from the connotation, causes and negative effects separately.Part 5 is the foreign experience of the economic relation between urban and rural. It respectively analyzes economic relationship between urban and rural areas in USA, Germany and Japan. Their advanced experience will provide ideas to solve the problem of urban and rural areas in Henan province.Part 6 discusses the countermeasures and suggestions for constructing a new urban and rural economic relation in Henan Province. According to the above analysis and the foreign advanced experience, this paper provides some countermeasures, it is a better way to realize the construction of the new urban and rural economic relations to get rid of the city standard thought, increase the rural human capital investment, improve the rural infrastructure, and the unequal exchange of elements in urban and rural areas, promote the equal exchange of urban and rural elements.This paper has a certain application value. The research findings provide new ideas for the construction of economic relations between urban and rural areas, helping resolve the existing contradictions between urban and rural areas effectively, and promote the further development of the economy in Henan Province.
