As the housing system reform continuously, the allocation of living spaceresources has began to show its inequality gradually, especially to the low-incomegroups. This phenomenon caused a series of social problems. So the relevantgovernment apartments began to pay attention to this contradiction. The governmentnot only increased the investment of special funds, but also standardized theplanning of affordable housing. It has tilted on the policy to lands needed during theconstruction of affordable housing. The affordable housing planning from thegovernment has the very vital significance on allocation of social resources. Someproblems appeared, such as low occupancy, and imperfection of facilities inoccupied communities due to the lactation of affordable housing improperly. Thisbrings much inconvenience to low-come groups, and can’t really ensure low-incomegroups in the welfare. This article attempts to analyze the location of affordablehousing in Harbin now and find the problems existed, and then builds a reasonablelocation impact factor of affordable housing system. Finally, this paper tries to givesome advices to different kinds of affordable housing based on scientific locationmethods. This article aims at provide scientific guidance to the location and layoutof affordable housing in future.This paper takes Harbin as an example; analyze the current built affordablehousing at the very beginning. And then evaluates the problems existed in thelocation objectively using the questionnaire survey method; besides, builds a Harbinaffordable housing site selection impact factor system cooperating with expertscoring method; Thirdly, this article adopts "many factors influence scope stack"way. This method can give different sites for low-rent housing in Harbin, economyapplicable housing, public rental housing. It needs to quantitative the influent rangeof factors, and takes different types of affordable housing groups’ characters intoconsideration. This site selection method aims at ensure the distribution can coverall the Harbin area and located in the city averagely.
