With the deepening of the reform, urbanization has no doubt become the most important point for the economic and social development in the future. Under the current national conditions, citizenization of migrant rural workers is the inevitable path to break urban-rural dual structure and ultimately realize the new urbanization.From the development tracks of countries, it is a natural phenomenon for farmers to become citizens in accord with industrialization and urbanization. However, for China, because of the special migration policy since the foundation of the nation, "just leave their hometowns" and "truly become a city person" are not the same concept, and still have a huge gap in terms of system and economy. Therefore, how to fill this gap, i.e. how to absorb the rural population and make them transform to citizens permanently, is a major task of balancing urban and rural development as well as of further promoting the reform and development process.This paper focuses on citizenization of migrant rural workers, and summarizes their essential attributes and the main features, based on reviewing the history of the generation and change of migrant workers. From a macro economic and social development and the micro enterprise and individual development, the thesis demonstrates the necessity of citizenization of migrant rural workers, and analyzes its favorable conditions and barriers factors. Furthermore, according to the main content, the paper builds a cost estimation model and makes a specific interpretation.This paper chooses Shanghai as the study case, for the important and difficult points of migrant rural workers’citizenization lie in big cities. Shanghai, as China’s largest and most economically influential city, attracts tens of millions of migrant workers. Thus, how to realize citizenization of migrant rural workers, letting them share equal basic public services and social welfare with Shanghai permanent residents, is not only a real demand of migrant workers in Shanghai, but also an important economic and social development issue for Shanghai. In this paper, based on the sixth census data, through population predictions and economic forecasts, and compared with Shanghai household population in the public services, social security and other aspects of the treatment, I estimate the cost of citizenization of migrant rural workers in Shanghai from 2010-2020, and discuss the capacity of government and enterprises, and explore the construction of cost-sharing mechanism.Meanwhile, I make a classification of current floating population in Shanghai, with the help of" floating population in Beijing, Shanghai and Guangzhou dynamic monitoring questionnaire (Shanghai volumes,2012)," and observe realization of urbanization in different categories of migrant workers, compared with " Shanghai residence permit integration management pilot scheme" implemented in July 2013. Also, the household registration policy, compared to ordinary residence, may provide the possibility of realizing the equalization of public services for the migrant workers. Therefore, the household registration policy, which we should analyze and interpret, is considered as an important path to achieve the goal of urbanizing it migrant workers. Finally, on the basis of cost estimation and hierarchical observation, I discuss several policy issues on the citizenization of migrant rural workers in metropolis, and propose research ideas in the future.
