Informatization Construction’s Planning And Practice In Zhongnan Construction Industry Group

Information technology has penetrated into all walks of life in a global era of knowledge economy. Information technology has been widely reported in well-known international and domestic enterprises including Walmart, Suning, Dell, Alibaba etc. But there are few reports and studies in the construction industry. This thesis is based on an investigation into the application and implementation of information technology in Zhongnan Construction Industry Group for nearly 20 years. The author has been involved in the information construction process of Zhongnan Construction Industry Group, has paid much attention to it and has done extensive research on it. From 28 people started Bao qing gong in Dongying Shandong province to becoming a listed group employing more than 40000 people, what’s the motive behind Zhongnan’s rapid growth? What rules and paths has it followed on the road to development? How to solve managers’ extensive management problem? How to overcome the problem of low efficiency and high costs? How to strengthen internal management and control? How to strengthen cultural identity? Through the author’s research, this paper provides cases to give enlightenment and offer reference to all enterprises in the construction industry aspired to become bigger and stronger, more excellent and longer.This article firstly gives a brief introduction of Zhongnan Construction Industry Group’s general situation and its management features as well as four challenges it faces. Through an analysis of game model of information system, it explains the necessity of enterprises carrying out informatization construction under the circumstances of fierce competition, rising costs, lowering profits and increasing risks. As a shared information platform, information system avoids traditional enterprise’s ills including rigid decision mechanism, slow feedback and bureaucratic organization. The significance of this study lies in responding to housing and urban rural construction Ministry’s provisions and requirements of expert qualification grade construction enterprise, which also provides reference for the enterprises that are declaring or to declare this qualification.Secondly, this thesis makes an analysis by applying the theory framework of dynamic competition and the sustainable development of enterprises (C3E analysis model, MC-RS framework, ecological system diagram, diamond model, three ring chain of cultural strategy implementation), which gives the Zhongnan Construction industry’s new strategy positioning and planning, and predicts possible obstacles and the countermeasures. This paper also analyzes the current state of informatization and its relationship with strategic transformation and puts forward the demand of informatization construction. Through changing process management model (business diagnosis, strategic definition-capability analysis, scheme design-the establishment of testing and ability configuration), it provides a basis for the next construction of informatization planning.Thirdly, this paper gives a detailed description of Zhongnan Construction Industry Group’s informatization construction’s three stages including (planning of informatization system, implementation and application of typical system) through applying the change of process management model. It describes and analyzes the company’s information construction process from 1995 to the present. In the planning phase, it focuses on introducing the combination of BIM technology and ERP system, networking, cloud computing, cloud storage, a intelligent decision-making center, and the building of a intelligent headquarters etc. It explains information technology’s role "enabler" in the transition process from labor-intensive enterprises to modern science and technology ones; and in the implementation stage it describes how to build a information system framework,and planning and organization of information system implementation and its methods and process as well as the problems and solutions that may be encountered in the implementation process. It focuses on introducing the function of informatization’s six typical systems, the problems which they solve and their innovation in the application stage; introduces the information of six typical system function, problems and innovation. It also gives a brief summary of the main results that Zhongnan Construction industry group informatization has achieved.Finally, this paper gives a conclusion on the basis of summing up the whole paper and offers questions which need to be further explored and studied for enterprises in the same industry which have implemented or are implementing and to implement informatization system.
