| Since ancient times, have the land on behalf of the wealth, while the rural land system is the foundation for the development of rural economy, is ensuring the operation of the rural political and legal system to be. The operation of the rural land system properly is not only helpful to resolve the "three rural issues", but also conducive to the development of a harmonious society in rural areas. National "Twelfth Five Year" plan also attaches great importance to this problem, put forward to promote the modernization of agriculture, improve the living standards of farmers. Therefore, to strengthen the reform of the rural land system, to make it better, in line with China’s national policy requirements.The New Institutional Economics research some main aspects(country, property rights and contract), which is the system elements which influence the system efficiency. The level of the overall operation of the elements of the system level restricts the system efficiency, On the contrary, they will lead to system efficiency appearing "short board", which affects the system efficiency.They will display different types of institutional efficiency and then have different treatment methods. This article summarizes the current situation of rural land system reform in Pingluo County according to the theory of three system elements, the relevant knowledge of institutional change and institutional efficiency and the review of the changes in China’s rural land system.And then to determine the type of institutional efficiency of the reform of rural land system for Pingluo County is "high efficiency of country,low efficiency of property rights and low efficiency of contract" according to the system efficiency of the "short board" theory and CPC model. Therefore, it needs to treat "double short board" of property rights and contract to improve the system efficiency of rural land system in Pingluo County. Finally the article also puts forward of corresponding policy recommendations. |
