Compared with crude oil, coal is cheaper as raw material in some chemical fields, which enhance economic benefits of Coal chemical industry. Our country is a country that is’lack of oil, less gas, coal-rich’. The development of coal chemical industry will help easing the contradiction of supply and demand of the domestic oil, and improve the economic value of the coal industry. The new coal chemical industry has become the future direction of the coal industry to upgrade, which has a huge market.Approved for construction by the state, Ning Dong Energy and Chemical Base is a large coal base of 13 million ton coal, which is one of seven coal chemical industry bases in China, and second batch of circular economy demonstration-type Park in China. In view of its importance, Ning Dong Energy and Chemical Base is regarded as the primary engineering to construct. The coal chemical base of S Corporation is an important part of Ning Dong Energy and Chemical Base, with the most advanced international coal chemical technology, the strong momentum of development, the estimated total investment of nearly 260 billion yuan, and its own unique resources. The coal chemical base of S Corporation has gained broad attention and high recognition from industry.Purchasing management involves a series of procurement process from the completion of the purchasing plan to financial settlement. In addition, purchasing management also requires to follow with each link of logistics link, so that the entire procurement process will be more scientific and standardized. In The entire procurement process, purchasing management from purchasing cost has important significance, aim at providing goods and services to meet the needs of enterprises at the lowest total cost. In the construction of the coal chemical project, the cost of equipment and materials reaches about 50% to 60% of the total investment of project, which makes the management of purchase cost become a core part of coal chemical project cost management. With the development of the times, rationally taking advantages of supplier’s management and diversification of procurement information system can help enterprises to improve the quality of the procurement of goods and reduce procurement costs.This paper aims to apply the theory of purchasing management, analysis the present situation of procurement management in coal chemical project. In view of the problems of supplier management, procurement management information system, and comprehensive use of multiple procurement management modes, this paper puts forward the optimization strategies, and provides new ideas for procurement management in coal chemical project of coal enterprises.
