The Research On Land Multifunctional Utilization In Laibin Under The Concept Of Ecology Civilization

In a situation where resource is restraining development tightly,environment is heavily polluted and ecosystem deteriorates, the introduction of ecological civilization concept to the study of multifunctional use of land will provide empirical reference for the government departments to draft policies on the sustainable use,protection and management of land in order to achieve sustainable utilization of land.After understanding the connotation of ecological civilization and land-use function in depth, this research defines the connotation of land multifunctional use under the concept of ecological civilization, takes Laibin as the researched region and takes township administrative area as the evaluation unit, and combines with the regional characteristics of Laibin, and follows the principles of comprehensiveness, regionalism,hierarchy, science and feasibility, and starts from the three functions of land use such as ecology,living and production, and establishes the evaluation index system of land-use multifunction in Laibin based on the concept of ecological civilization, and utilizes the decision-making method of mean square deviation to determine the index weight. This research selects TOPSIS method to evaluate the land use functions of production, living and ecology and its comprehensive function about the seventy township administrative areas in Laibin. In order to make the accurate and consistent evaluation on the evaluation unit and evaluation value, this research combines with GIS technology to grade the ecology function,living function, production function and comprehensive function of each township administrative region respectively. Functional area of level one indicates it exerts the strongest function while the function exerted by functional areas of level two, level three, and level four decreases consecutively.Results show that the first level region with ecology function is distributed mainly over Jinxiu Yao Autonomous County, and the first levelregion with comprehensive function is distributed mainly over Xingbin District and Xiangzhou County, the first level region with living function is distributed mainly over Xingbin District, the township administrative regions of the first level region with living function is similarly same as that with production function, which means the production function and living function stimulate each other. And the first level region with production function in Laibin is distributed mainly over Xingbin District and Wuxuan County.According to the grading result of each township administrative region in Laibin with the various functions, this research classifies seventy township administrative areas in Laibin into the three main functions of ecology, living and production. And the dominant region with ecology function is mainly concentrated on Jinxiu Yao Autonomous County and Xincheng County with twenty township administrative areas, the dominant region with production function is mainly concentrated on Xingbin District, Wuxuan County, Xiangzhou County and Heshan City with thirty nine township administrative areas, the dominant region with living function is mainly concentrated on Xingbin District with eleven township administrative areas.Finally, combining with the evaluation results and relevant development planning, this research explores and puts forward the development countermeasures on the dominant region with land-use function in Laibin. The ecology-oriented functional region should strengthen the conservation of water and soil, develop the ecological tourism, enhance the capacity of ecological services and ecological products supply, and guarantee the ecological security and protect the environment. The dominant region with production function should follow the concept of ecological civilization, realize the equal emphasis on development and protection, and the production-oriented functional region with good conditions of agricultural production should ensure the security of agricultural supply and stabilize the agricultural ecosystem as the main mission, the production-oriented functional region with good conditions of industrial development should further promote the new industrialization and ensure the development quality and ecologicalbenefits. The living-oriented functional region should promote the rapid development of economy, enhance the capacity of population agglomeration and undertake the transfer from other parts of economy and population,based on the improvement of economic benefits and the protection of ecological environment.
