| New changes have taken place in the development of urbanization in Henan Province at this stage.According to statistics,more than half of the permanent population of Henan Province work and live in cities and towns.The traditional agricultural province has achieved a historic transformation from a rural society to a urban society.Under this background,there are new opportunities and problems in rural population transfer in Henan Province.From a macro perspective,the most prominent two problems are the contradiction between human and land and the protection of rights and interests.The protection of rights and interests refers to the serious lag in the process of urbanization of rural migrant population due to the impact of cost barriers,institutional barriers,capacity barriers,cultural barriers,social exclusion and bearing capacity constraints.There is a big gap between the migrant population and the original urban residents in the aspects of political rights,public services,economic life and cultural quality.The contradiction between man and land is caused by the fact that a large number of rural people go out to work,which will inevitably lead to the problem of hollowing out the rural areas and no one cultivating the land.In order to further understand the current situation of rural areas in Henan Province,the problems of rural population transfer are analyzed.Through field research and visits,this paper classifies and distributes paper questionnaires for rural permanent population and online questionnaires for rural migrant population.Through the collection of questionnaires and data collation and analysis,it is found that the current rural population transfer in Henan Province mainly has the following problems.Firstly,the educational level of the transferred population is low and the quality is not high enough to meet the needs of the urban employers;secondly,the employment level is low and the direction of employment is single,which hinders the transformation of industrial structure;thirdly,the income level of the transferred population is low and the income gap between the transferred population and the urban aborigines is obvious;fourthly,the rural transferred population is affected by the difficulties of urban employment and traditional concepts,and the transfer potential energy is reduced;It is difficult to transfer the population to housing,and it is difficult to solve the problem of children’s education.Sixth,it is hard to transfer the population to cities because of its high intensity of work,high cost of living and lack of social security.Seventh,it is difficult to integrate the transferred population into cities because of the lack of farming and hollowing of rural land after the transfer.Eighth,it is difficult for the transferred population to integrate into cities and the Semiurbanization is serious.Through the analysis of the above problems,this paper summarizes these eight problems into three types of rural population transfer problems: "unable to transfer","unable to retain","trend and flow in the process of transfer".Through the research and analysis of the successful transfer cases abroad and the warning and reference of the failure experience,and combining with the actual development of urbanization in Henan Province,the fifth chapter gives the solutions,mainly focusing on the coordinated development of industrialization,urbanization and agricultural modernization,attaching importance to vocational training of rural migrants,increasing investment in agriculture and establishing an equal society between urban and rural areas.Policy recommendations.Finally,thinking and prospects.This paper summarizes the new problems in the process of writing the paper and the understanding that solving the problem of rural population transfer is essentially the problem of the development model of Henan urbanization,and gives relevant suggestions for the future development model of Henan urbanization. |
