Study On The Role Of Government In Occupational Conversion For Landless Peasants In Binh Dinh Province, Vietnam

Nowadays, industrialization and urbanization are speedily taking place in all provinces nationwide. As a general rule, this progress will lead to establish industrial zones, urban centers and develop social-economic infrastructure systems. In order to have place and land to build up industrial zones, urban centers and public projects, the government has withdrawn land, which almost belongs to agricultural land, to carry out business projects and develop the infrastructure.As for Binh Dinh province, it’s target to the year 2020 is to become a province with main density of industry and services. In last some years, Binh Dinh province has completed a lot of social-economic developing projects such as:renewing urbans, building up new government offices, extending traffic system, forming new industrial zones and urban centers... It helps Binh Dinh province to get some determined successes in attracting domestic and foreign investment which has contributed to create more jobs, to raise peasant’s income and improve their living standard.The same as some other provinces, Binh Dinh province is carrying out the land withdrawal in order to build up infrastructure system which serve the aim of social-economic development. The land withdrawal has caused that peasants lost producing land and failed into unemployment or lack of work which leading to income reduction and difficult living. It is also the cause of complex social problems such as lawsuits, free labor migration to big cities, social evils... risk of public disorder. Although Binh Dinh province has some allowance policies for these people in oder to quickly stabilize their living, upto now many of landless peasants have not got stable living place and can not find out their own living.In order to set the peasants’mind at rest and to ensure a harmonious combination among the interests of government, businesses and peasants in the land withdrawal connecting to occupational conversion, stable living which are very important issues. It requires that the role of government must be carried out in both sides:theory and reality. For these points, the composition must focus on studying, analysing and explanation, thenceforth giving out solutions, petition in order to strengthen the role of government and improve the effect of occupational conversion for the landless peasants in Binh Dinh province as well.This article is divided into five parts:The first part, introducing the background, purpose of the study and summarizing the studying state of this issue at home and aboard.The second part, introducing some concept and theory to make more clearl understanding the studying issues. Basing on the theory and analyzing the occupational conversion policy for landless peasants at home and aboard in order to have an orient in application in Binh Dinh province.The third part, introducing a general of nature features, social-economic state, land withdrawal state, occupational conversion and the state government in occupational conversion for the landless peasants in Binh Dinh province nowadays.The fourth part, analyzing the reasons of real shortcomings in occupational conversion for the landless peasants in Binh Dinh province nowadays.The fifth part, basing on estimating the land withdrawal state and the employment need of the peasants, thenceforth giving out solutions to enhance the role of government in occupational conversion for the landless peasants in Binh Dinh province.
