The Research On The Evaluation And The Influential Route Of Guangxi Innovation Ability

From the perspective of functionalism, the paper put up with a redefinition about regional innovation ability,analysis the innovation ability from four dimensions of scale、efficiency、effect and speed, and structure a index system of which is cored with function, and which appraise the developing trend of Guangxi innovation ability by the relevant index data around Guangxi citys and national from 2000 to 2012. And the paper confirm the causality among the factors of Innovation system by the Principal Component Analysis(PCA) and Structural-Equation-Modeling (SEM).The results showed that: 1.The innovation ability of Guangxi develop obviously from the longitudinal comparison, but which is piaffe from the horizontal comparison,and efficiency is the bright spots of the innovation ability of Guangxi.2.The elements,structure and environment of innovation influence the innovation ability profoundly, but which have the different degree, and the main influence factors of Guangxi innovation ability is innovation elements such as the fund.3 The development is not balance within the region of Guangxi, the distribution of innovative function and the comprehensive strength of innovative elements, structure, environment centergradually converge, which distribute in the railway line of Baise-Nanning-Liuzhou-Guilin and the boundary line of Qinzhou-Beihai-Yulin-Wuzhou, which increases the regional innovation capacity gap of Guangxi.Finally, The countermeasures which is to improve the innovation ability of Guangxi are given based on the current situation of Guangxi innovation ability and the Influential path of innovation ability among factors. Which are to take the efficiency as the core of all and strengthen the innovation input; to construct the marketoriented development strategy and strengthen the decisive role of the knowledge market which plays in the innovation system and environment; to build open regional innovation system and start the strategy which is to sell market for technology; to reinforce the personnel and funds support in multilevels and strengthen the integration of regional innovation system.
