Measurement And Impacts Studying Of Upgrade Industries

Firstly, Industrial upgrading was redefined from efficiency view in this paper. I think the essence of industrial upgrading means industrial operational efficiency improvements. Based on the above viewpoint, Industrial economic efficiency was differentiated into Allocative efficiency and Technical efficiency. Allocative efficiency means the ability of optimizing the industry structure and leading the industry structure rationalization and gentrification via the allocation of resource among industries.Technical efficiency means that,under a certain level of elements allocation, a industry gets much more output, by moving up the value chain. According to different views, industrial upgrading can come ture by two paths. One path is readjusting industrial structure, another path is climbing of value chain. The first path emphasizes improving Allocative efficiency.The another path emphasizes improving Technical efficiency.Based on the view of efficiency, the Allocative efficiency was measured throught Moore modle. The Technical efficiency measured throught SFA modle.The result of Allocative efficiency shows that Industrial upgrading is achieved slowly, but the rate of improvement is depressed. The result of Technical efficiency has increased after depressed period of time in 2002 to 2012.After some essential analysis, the two kinds of efficiency were studied as dependent variables. Some independent variable were selected to repesent the factors. Specifically, Allocative efficiency was analyzed by OLS modle and Technical efficiency was analyzed by Tobit modle. Finally, the results showed that, Investment, Tax,location advantages promotes Allocative efficiency obviously. Labor, The number of patents, GDP per person, FDI and the financial crisis are not significant fectors to Allocative efficiency.All factors promote Technical efficiency obviously except the number of labor. Based on the above analysis, some reasonable suggestions were propounded. The employment structure should be adjusted so that The quality of the labor can can be promoted. Funds should be directed efficiently. More resources should be put into technological innovation and new technology should be turned into productive forces rationally. The government behavior should be constrained so that tax can promote industrial upgrading.
