Tourist scenic spots are not only the carriers of tourism supply, but also the key attractions and destinations for many tourists. Its spatial structure, which leads to travel behavior, is the basic of the regional tourism spatial structure. It also has deep effect on the development speed, the scale, the benefit of the scenic spots and the character, the degree and the development strategies of the regional space race. With the amendment of standard and the scientific evaluation, to a large extent the A-grade scenic spots determine where the tourists go to traveling and further affect the level of regional tourism development. Grasping the development and the spatial structure is helpful to provide the science reference to regional tourism development and has significance to the balanced and sustainable development of tourism industry.This paper regards Western Hubei Eco-Cultural circle with rich resources and huge potential as research object, which is divided into three sub-systems. With random aggregation fractal dimension, grid information fractal dimension and correlation fractal dimension, the spatial structure, influencing factors and optimization strategies of tourist scenic spots are discussed. The main conclusions of this study are as follows:(1) Analyses of three fractal dimensions lead to the same conclusion that the scenic spots in Western Hubei Eco-Cultural Circle has a fractal spatial structure and shows a tendency of self-organization optimization. From the random aggregation fractal dimension perspective, Yi Jiang Liang Shan system has developed the mature three-fractal and the Jing Chu Culture system has developed the double fractal, while the Tu Miao Qing Jiang system has developed a more complete double fractal centering on Enshi Grand Canyon than The Shennong stream. From the grid information fractal dimension perspective, it shows that the tourist spots of Yi Jiang Liang Shan system and Jing Chu Culture system gathers along certain directions in spatial arrangement while considering that the fractal dimension approaches to 1. In fact, the scenic spots in Western Hubei Eco-Cultural Circle are dotted along the principal highway, such as the Fuyin highway, Huyu highway and the Erguang highway. From the correlation fractal dimension perspective, the Yi Jiang Liang Shan system shows a best compact space structure on spot spatial distribution, with a perfect multi fractal while Jing Chu Culture system and the Tu Miao Qing Jiang system is relatively concentrated on fractal.(2)The formation of spatial structure of tourist scenic spots in Western Hubei Eco-Cultural Circle is a result of tourism resource, social and economic development, traffic conditions and other factors together. The tourism resource is analyzed based on three indicators, which are tourism resource type, intensity and abundance. It reveals that the level of economic development in Western Hubei Circle is middle high around low by using principal component analysis. By using entropy measure, it also shows that the level of tourism development has great regional differences. The study has found that the degree of transportation accessibility is not very good between Western Hubei Eco-Cultural Circle cities. Influencing factors of tourist scenic spots needs to be optimized.(3)Combining the basic theory of spatial structure of tourist attractions, this paper makes a number of optimization strategies according to the fractal characteristics and influencing factors. First of all, Western Hubei Eco-Cultural Circle should build a spatial structure of "four core, four groups". And on this basis, the "three-point-five-axis-one-side" development system with the node, channel, and tourist attractions should be formed by extending and developing the tourist traffic routes.
