By the rise of low-carbon buildings perspective, described the viewpoint of low-carbon energy saving for us the importance of building a low-carbon economy development. With the national energy conservation policy of continuous promotion and popularization of social recognition, and then a large number of low-carbon energy industry to focus on the field and participate in them. Therefore, this paper analyzes low carbon buildings to explore low-carbon buildings in the domestic implementation obstacles by reality and future trends, ultimately presents a suitable carbon buildings implementation project management mechanism- Energy Management Contract.Firstly, the definition of contract energy management mode of operation of the project to solve problems encountered in the development of low-carbon buildings, which greatly reduces the risk of capital, technology, management, personnel, finally, the project demonstrated the need for the use of the model, the feasibility and reliability. But there are many disadvantages, such as low carbon building design of complex, high-tech, large capital investment. Because the larger the required pre-funding, so in the financing of the project, technical issues, inherent risks and external risks and other aspects of the research is particularly prominent. In this paper, by the perspective of energy service companies study about risk characteristics and low carbon building projects under contract energy management. Firstly, under the management of EMC carbon construction project risk factors, identify the source of the risks generated, while the risk factors and the impact of the project to be analyzed, the final results of risk evaluation under the EMC model of low-carbon buildings.The thesis separately on the EMC risk indicators in application of low carbon building areas were evaluated in the study. Due to the nature of the different risk factors, some of the information is not clear. So the gray theory with risk assessment of AHP method to determine the project index weights, and combined with analysis of final instance divide concluded. at last through evaluation and analysis of the influence degree of risk factors on the implementation of the existing projects, control the risk of EMC project.
