Study On Satisfaction To The Grassland Ecology Award Mechanism And The Influencing Factors Of The Nomads

Now grassland ecological deterioration is one of the biggest ecological environment problems that all countries are facing in the world. It is also one of the major forms of ecological environment problems in our country. With the ecological environment destroyed, national ecological safety is severely affected. In order to govern the problem,curb the prairie "three" to protect national ecological barrier, protect natural grasslands, stable frontier region’s economic and social sustainable development, the state council compiled for the grassland ecological protection subsidies rewards system implementation plan in October 2010. After the approval of the central, since 2011, eight major grassland pastoral area province comprehensive started the grassland ecological protection subsidies reward mechanism (the following abbreviation for grassland ecology repair mechanisms) in Inner Mongolia, Xinjiang and so on. Every year the central government will invest 13.4 billion in funds for grazing prohibition, breeding balance, substituting means of production for nomads and substituting for growing superior seed varieties for five successive years since 2011. Grassland ecology awarding mechanism is an important policy because of the largest coverage and content involved.This article is based on 169 grassland ecology award mechanism satisfaction survey questionnaire data about Xin baerhu banner in 2014. It shows the nomads’satisfaction for the grassland ecology award mechanism, and uses logit regression model to analyze the main factors that are influencing the nomads’satisfaction. The result of model shows that the satisfaction is higher for grassland ecology award mechanism and the data is 88.17%. Some factors are affecting the satisfaction, such as the householder age, the head of their culture degree, family population, labor force, pasture area, livestock, household income, spending on animal husbandry, award criteria satisfaction, policy expectations, money and so on. On these problems this article will put forward how to improve the grassland ecology award filling mechanism on purpose. The advices can not only protect the grassland ecological environment but also juggle herders livelihood problem.
