As the carrier of urbanization, the land has extremely important position and function in the process of promoting urbanization. Along with the rapid socio-economic development of Inner Mongolia Autonomous Region and continuously expanding of urban size, urban land area keeps increasing. At the same time, the utility pattern of urban land has been changed by various factors, such as population aggregating on the urban land, various infrastructure constructions, and adjustment on industrial structure. However, due to the scarcity of urban land, available land resources are increasingly decreasing and human-land conflict has become increasingly prominent, which infers that the shortage of urban land resources has become an important restrictive factor in the process of urbanization. Economic efficiency of urban land utilization reflects the proportion between the inputs and outputs of the city. Economic efficiency of urban land utilization is now the key indicator for measuring the level of urbanization. It is impossible to support economic growth solely by expanding urban land area. Effective and intensive utilization of urban land makes difference in solving urban land utilization problems in Inner Mongolia Autonomous Region, such as unreasonable structure, intensification and low efficiency. Therefore, a scientific evaluation of economic efficiency of urban land utilization is of great practical importance on aspects like improving the economic efficiency of urban land utilization, promoting sustainable utilization of urban land, and boosting healthy development of urban economic society.By summarizing related theories and literature, this paper introduces the concept of urban land utilization and method of economic efficiency evaluation. By comparing several methods and taking into account the land as a multiple-input and multiple-output system, this paper analyzes and evaluates economic efficiency of urban land utilization of Inner Mongolia Autonomous Region with the analysis method of data envelopment. In indicators selecting, this paper takes urban built-up area, urban fixed-asset investment, fixed-asset investment and employees in the second and the third industry as input indicators while takes regional GDP as the output indicator. The paper adopts panel data of 9 prefecture-level cities during 2004-2013. By applying CCR model and BCC model, the paper respectively conducts diachronic analysis and regional difference analysis on economic efficiency of urban land utilization of Inner Mongolia Autonomous Region. The paper also makes analysis of overall efficiency, pure technical efficiency, scale efficiency, slack variable of all units, and returns to scale. With all these efforts, this paper points out shortcomings of non-DEA effective city, recommends improvement measures, and provides reference to work of the government and relevant departments of optimizing the allocation of resources, adjusting the industrial structure, and improving economic efficiency of urban land utilization.
