Human resources management of small and medium-sized enterprises which hold old pattern is a difficult problem to make it standardized. Successful management of small and medium-sized enterprise needs scientific, professional, efficient and creative management ideas and mode of operation. The study find that there is a way, not only can save cost, but also can improve efficiency, which can provide professional human resources management service for the enterprise. Outsourcing is the effective way to solve this problem.However, human resource management outsourcing of small and medium enterprises is a new human resource management model. How about the feasibility of the implementation? What kind of latent risks during the implementation of outsourcing? How to avoid the risk of outsourcing? These issues will be the focus of this study.The general idea of this paper is shown like this. Starting from the field investigation and research, it proposed the small and medium-sized enterprise has potential risk in the outsourcing of human resource management. Combining with the investigation of cases and questionnaires, according to the risk, combined with the concrete practice of ABC Company, study puts forward the corresponding risk control countermeasures in each stage of human resources outsourcing management of the small and medium-sized enterprises.Research shows there is following several risks in human resources outsourcing of small and medium enterprises, such as safety risk, the enterprise internal management risk, human resource management risk, outsourcing service provider selection risk, the risk of information asymmetry, the enterprise culture communication of risk, outsourcing cost risk.Studies suggest that, for all types of outsourcing risk, in order to multiple advantages of human resource outsourcing, enterprises should take the human resources outsourcing as a strategic outsourcing. Strategic outsourcing relationship should be set up is a process which including four successive phases such as the exploration stage, negotiating stage, transition stage, evaluation stage. In order to fundamentally control the potential risk of human resource outsourcing, we should establish process in each stage of the strategic outsourcing relationship. It can be called" Risk Control Management during whole process".
