Abstract/Summary:
As the most populous country, and still in the growth, China make the national development strategy policy making sure not exceeding 1.8 billion mu of arable land "red line". Its implementation is to solve the "eating" problem of not only the modern people, but also the people of population peak years, which is to maintain national stability, and is an important basis to achieve long-term stability. Land reclamation as an important means of supplement the cultivated land, plays a very important role in the execution of the cultivated land protection policy, but there is still no a reasonable evaluation system to evaluate the size of its effectiveness. From the land flow and efficiency of land rectification to study, the qualitative and quantitative evaluation of land rectification can provide guidance for further land rectification engineering, also provide solution path for the various problems involved in land provide regulation.According to the land change survey data of the research area in calendar year, the paper statistics over the eight kinds of land’s area in the area(based on the second land use survey). Based on many methods such as the Lorentz curve, concentration index, GIS, Moran’I and so on, the paper analyze the whole land flow, the flow of land rectification, the flow of the typical projects, the spatial differences and correlation of land flow since the second land use survey. Building "economic-social-ecological" evaluation index system on the benefits of land rectification, the integrated use of AHP method and the improved index method to evaluate the benefits of land rectification and calculate its land economic benefit, social benefit and ecological benefit.Taking Nantong City as the study area, the paper analyze its flow of the land rectification, and found the land use change trends of cultivated land, urban village mining land and transportation land were the most obvious, cultivated land declines year by year, urban village and mining land, transportation land rise year by year, and there are two change nodes,2004 and 2009. Nantong’s cultivated land quantity present the growing trend in the whole, negative growth in 2007, close to zero in 2008, then positive growth from 2010 to 2012. With comprehensive use of Arcgis9.0 and GeoDA095i software, the paper analyze the spatial change trend of all kinds of land in Nantong since the second land use survey, and found that it has obvious spatial differentiation characteristics which presented the law of "core", and the area change ratio of "core-middle-periphery" formed obvious change trend with a strong spatial correlation.Based on benefits evaluation and calculation of land rectification, on the local, Haian’s comprehensive evaluation index is 0.5864 which is the highest, followed by Qidong’s 0.5531. Gangzha District and Development zone located in the core area are 0.5173 and 0.4136, relatively low. So the comprehensive evaluation index of the peripheral area is higher than the core region, its ecological evaluation index in a strong advantage, the gap of economic evaluation index is not obvious, social evaluation index is slightly inferior. By measuring the local benefits of the land rectification, the paper calculated the benefits of the land rectification in Nantong City from 2010 to 2012, the benefits is determined mainly by the annual increase of cultivated land quantity, the increasing arable land area of 2012 is the most and its benefits is the highest, reached 1873 million yuan. The second highest is 2010 with 800 million yuan.2011 is the lowest of three years with 768 million yuan.Based on the above analysis, combined with field investigation, the paper from the land property of land rectification and the flow of cultivated land value to build up the compensation mechanism of land rectification, to clarify the land properties conversion relations and value gain and loss caused by cultivated land before and after land rectification, and determine the content of the relationship of compensation. In view of the problems found, from the rectification land "economic-social-ecological" comprehensive benefit to propose some countermeasures, such as building "more plannings to one" environment, building plan and market dual regulatory mode, building the regulation mechanism of promoting land use benefit, and establishing land ecological regulation mechanism.
