Private Contracting:the Research Of Management Model Of Rural Small Water Conservancy Facilities

Agriculture is the foundation of national economy, water conservancy is the lifeblood of agriculture. In the new period, the input mechanism of Irrigation and water conservancy construction have made a big change Under the influence of the reform of rural taxes and fees.The problem of investment, management and organization of irrigation and water conservancy construction is growing. The severe drought in agricultural production threatens the food security of our country. The central file no.1 increased water conservancy construction to food security strategic height in 2011. It is clear that water problem is urgently needed. Facing the new situation, many place learned abroad to establish the pattern of farmers’ water association management, but a lot of the farmers’ water association are shell, unable to solve the problem of rural irrigation water. Therefore, we need to find a water conservancy irrigation management mode which is suitable for the present situation of our country.Through the investigation and research, the author found that the private contracting model of water conservancy is quite effective, which can successfully solves the problem of irrigation water in the village. This paper detailed introduces that the village how to find the road of private contracting management after tax and fee reform. Firstly, this paper introduced the present situation and trouble of water conservancy, before adapting the water conservancy private contracting. Then, concretely introduces the creation of contracting project and the specific operation of contracting mode. Finally introduces the achievements and disadvantages of this model. This paper argues that the effective operation of private contracting pattern depends on the following two points:firstly, this pattern regard the villagers group as effective irrigation unit, thus it can organize farmers successfully under the group leader’s authoritarian in traditional rural society. Secondly, the formation of three effective operating mechanism:One, the clear property rights mechanism; Second, flexible price competition mechanism; Three, the restriction mechanism of the deposit, so as to guarantee the normal running of the contract. Through the case of water conservancy contract, we can explore the way of effective operations of the rural water conservancy in the new period, and solve the rural drought problem, at the same time, this study can provide certain reference for the management of rural public goods.
