The Research On Coordinate Development Between Shandong Port Group And Regional Economy

There are tight relationship between port and regional economy, and they promote and restrain each other. They are in a relationship interactive development. Port not only has great function of promotion to native city economy, but also can drive the economic development of the surrounding areas and the hinterland. Meanwhile, the port development can’t get away from the region. The development of port rely on the development of local place. The effectiveness of relationship between port and regional economy refers that port contribute to regional economic development and regional economic development contributes to the harbor. Evaluation of its effectiveness separately evaluates if the port’s contribution to regional economic development is valid and if the regional economy’s contribution to port is valid. If valid, then it means one’s development is influential to the other one’s development and can play a role in promoting and facilitating the other party’s development. Otherwise, if invalid, then we need identify the problem and as far as possible to achieve double validity.This paper focuses on the interaction between the port and the regional economy in Shandong Province. First,the paper uses C2R evaluation model of DEA method to analyze and studies the rationality and effectiveness of the relationship between the port and the regional economy of Shandong Province. Second, the paper uses the gray relational analysis method to calculate the correlation between the cargo throughput of four main ports in Shandong Province and the city economy’s evaluation index, which provides a new research methods and new ideas for research the interactive relationship between the port and the development of regional economy. The article firstly discusses the mechanism of relations between the port and regional economy and reveals the interactive impact between the port and the regional economy. Next, the general situation of the port and the regional development in Shandong Province and regional economic development is analyzed. Secondly, the paper use DEA-based approach to establish DEA model of the effectiveness between the port and regional economic relations and determines the evaluation index system. Besides, the paper does the comprehensive analysis of the effectiveness of the port in Shandong Province and the regional economy. Then the paper uses the gray relational analysis method to calculate the correlation between four main ports in Shandong Province and the city economy and do specific analysis of the correlation. Finally, from both the port and the regional economy, the paper proposes the measures to facilitate the effective development of the port and the regional economy in Shandong Province.
