Competency, proposed by Professor McClelland of Harvard University in1973,is a management concept which differentiates excellent performers from averageperformers in a job or position. Facing the increasingly competitive environment,enterprises pay more and more attention to the quality and performance of themanagement teams. In each enterprise, outstanding management talent as one ofscarce resources of human capital attracted universal attention. However, deficiencyof the managers’ capabilities and turnover of excellent managers restrict thedevelopment of enterprises. Training of managers is to let them learn how to improvetheir own quality to construct the core competitiveness of enterprises. However,manager’s training has always been lack of theoretical guidance and excellent system.This paper takes the middle-level managers of Changchun CHARTER ShoppingCenter as the research object. Firstly, author made a thorough understanding ofmiddle-level managers and existing training system of Changchun CHARTERShopping Center through literature research, questionnaire survey and interviews,analyzed and found many problem. Secondly, using various research methods ofanalysis and comparison, author built competency model of the middle-levelmanagers of Changchun CHARTER Shopping Center. By evaluating various abilitiesof the middle-level managers, author found the gap between excellent performers andaverage performers, so as to analyze the training needs of middle-level managers.Finally, author designed a training system based on competency model, including thecontent, mode, curriculum, teachers, cycle, and how to evaluate the middle-levelmanagers training system and how to ensure the training system bringing into effect. This paper can not only provide reference for Changchun CHARTER ShoppingCenter and related industries in the work of human resource management but alsoenrich the human resources information management system of ChangchunCHARTER Shopping Center and related industries, and improve the competitivenessof enterprises.
