Under the background of globalization and "ten-fold speed" changes, whether state-owned enterprises, foreign-funded enterprises or private enterprises, are faced with hitherto unknown opportunities and challenges; talent strategy attracts more and more attention from enterprises and human resource planning is also gradually becoming the important content of corporate strategy research. The LT Group is a large-scale fluorine chemical enterprise jointly restructured by a central enterprise and local SASAC. In the period of transformation, its human resource planning becomes very urgent and important.This paper is a study on the LT Group according to human resource planning theory. Through data and relevant literature on the situation, this paper is to forecast the supply and demand of human resource, analyze the human resource tactics and make human resource planning. In this paper, by using analysis of the internal and external environment, the linear regression method and Comprehensive analysis, the author predicts the supply and demand of human resource and analyzes the balance of supply and demand. Then, the author proposes human resource management goals according to the needs of corporate strategy and elaborates new human resource planning and its guarantee measures.This paper studies human resource planning during the period of transformation. It takes the leadership competency model as the breakthrough point and integrates talent echelon construction, recruitment, training and development, incentives and assessment, so as to make the human resource work serve the organization, realize smooth transition of corporate human resources management mechanism and finally provide powerful human resource support and guarantee to the development strategy of the enterprise.
