Research On Problems And Countermeasures In The Implementation Of Investment Promotion Policy In Suining Economic And Technological Development Zone

China’s reform and opening up and market economy practice have proved that attracting investment is one of the important ways to strengthen regional comprehensive strength,promote local economic development and increase employment.Governments at all levels attach great importance to attracting investment as the first priority to promote regional economic development.In the process of attracting investment,with the increasing competitiveness of attracting investment between regions,various localities have formulated policies to attract investors.In addition to weighing the local economic,social,environmental,humanistic and other factors,investors also attach special importance to the policy of attracting investment.Especially in the work of attracting investment,the most important energy between the investor and the government is to carry out repeated business negotiations on the preferential policies of attracting investment,until the two sides find a balance of interests before the final consensus on cooperation.Most of the policies have effectively attracted investment and promoted the development of local economy,but there are also many problems in the implementation of the policies,such as the implementation is not in place,the implementation environment is not perfect,and the enthusiasm of the executive is not high.These problems need to be systematically studied and found corresponding countermeasures.As a national economic and technological development zone,the main focus of Suining Economic and technological Development Zone is to develop the regional economy through investment promotion,in addition to its daily administration.With the continuous development of market economy,more and more problems have appeared in the practical work of attracting investment,which directly affect the effectiveness of investment promotion.Among them,the most prominent is the problems faced in the implementation of investment promotion policy,and other regions are representative in studying the implementation of local government investment policy,so this paper selects Suining Economic and technological Development Zone as the research object,The core problem of the research is the problems existing in the implementation of investment policy in Suining Economic and technological Development Zone and the countermeasures to solve the problems.In this paper,literature research,case studies,participatory observation and interviews methods are used.The interviews and questionnaires are conducted among the investors,settled enterprise representatives and government staff of Suining Economic and Technological Development Zone.By analyzing the results of the survey,we can study the implementation and effect of investment promotion policy in Suining Economic and Technological Development Zone.In this paper,to study the implementation of investment policy in Suining Economic and Technological Development Zone,we mainly use Smith’s policy implementation model theory as an analytical framework in problem diagnosis,cause analysis and countermeasures,and combine the new public management theory to find that there are still many problems in the investment policy of Suining Economic and Technological Development Zone.After thorough and detailed analysis,we conclude that the policy itself has defects,the main body efficiency of policy implementation is not high,the behavior of policy implementation object is not standardized and the policy environment is not ideal,which is also the main reason restricting the effective implementation of investment policy.This paper analyzes the main causes of these problems from the four dimensions of policy itself,executive body,target group and policy environment,and then puts forward some concrete countermeasures and suggestions,such as ensuring the scientific nature of the investment policy,improving the ability of the government to carry out its duties according to law,standardizing the behavior of investment enterprises and perfecting the environment for the implementation of the investment policy,so as to optimize the investment policy,improve the efficiency of and promote the healthy development of social economy in Suining Economic and technological Development Zone.
