With the integration of the global economy and the acceleration of the process for China’s reform,great changes of the market’ environment for Chinas’ enterprises have taken place,on the objective, whichhave brought forward higher request to entrepreneur,quality and ability,For Xinjiang Production andConstruction Group in the western region. Crave insufficiency on entrepreneur resource is one of theimportant cause being that economic development level falls behind. In the new period, it is urgent tobuilding a contingent of high-quality entrepreneurs for Xinjiang Production and Construction Group tobuild a strong region in economy. For the state-owned enterprises accounted, it playing an important role,but with the Poor efficiency, Xinjiang Production and Construction Group needs to build a considerablequantity of entrepreneurs team of state-owned enterprises, especially.The purpose of this article is to offer the ideas of decisions for building a contingent of entrepreneursfor the state-owned enterprises in our Xinjiang Production and Construction Group. On the basis of the fullabsorption of the previous research,By using the method of theoretical analysis and empirical study,thisarticle has carried out thorough analysis on entrepreneur’s conception, entrepreneur’s quality and ability, aswell as entrepreneurs’ human capital characteristic and attribute,,and be the theory basis guiding to study.By the meaning of looking up documents,second-hand data, questionnaire interviews and interviewing onthe spot, this article got current situation and the problems existed in the entrepreneur team of state-ownedenterprises in Xinjiang Production and Construction Group. These problems are: the choice mechanism tooperator is unreasonable, incentive mechanism and restraint mechanism are defective, the socialenvironment is harmful for entrepreneur to grow up healthy, and the training to the entrepreneur can’t meetthe need actual..In view of these problems,the article bring forward a viewpoint,,to built the team ofentrepreneurs in Xinjiang Production and Construction Group, it must put into effete marketization andprofessionalization to operators, and build up reasonable effective incentive mechanism and perfectrestraint mechanism to entrepreneurs, and establish the fine social environment beneficial to entrepreneurs,growing up, and improve entrepreneurs, quality by training. Meanwhile,those are pointed out in the article,to realize marketization and professionalization of entrepreneurs, it must be going to establish and perfectrelevance system, to build a market of which function is all in readiness for entrepreneurs, to establish amarketization choosing mechanism for operator which centering on equal competition; to perfect incentivemechanism to entrepreneur, it must adopt marketization salary mechanism for entrepreneur step by step andgive entrepreneurs incentives in spirit, also to perfect incentive mechanism to entrepreneurs, it mustestablish and perfect some restraint mechanism including property rights of enterprises, the system of enterprise inside, the market of entrepreneurs; to improve the entrepreneurs’ quality,it must reinforce thetraining to entrepreneur team by adopting a variety of training means; to improve the social environment itmust improve those environment including culture environment, economics environment,policies and lawsenvironment.
