As one of the important cities of Pearl River Delta, Zhongshan adjacent to Hong Kong and Macao forits strong sense of traditional commercial farmers, with the economic development of the Pearl River Deltagained a lot of policy support, relying on the advantages of the use of coastal change from family businessmodel for the development of enterprise clusters. Due to the relatively complete industrial systemdownstream, thus curing industry comparative morphology. Zhongshan municipal government introduceda number of policies to encourage and guide, but also because of the maturity of the industry cluster,which causes difficult spun off from the original model. Some companies try to gradually transition fromtechnological innovation, product development, personnel changes, etc., in order to change the originalextensive waste generation patterns. But the transformation brought about by the human resourcemanagement challenges attendant, and how to effectively carry out the scientific development of humanresources, has become a problem of concern to business managers.This study analyzes the characteristics and the economic development of human resources inZhongshan City, combined with the human resource development theory, particularly during the buildindustrial upgrading human resources development system from the results of the existing human resourcesstudy. In the study, carefully pick out the problem is more acute in industrial upgrading, features moreobvious, more advantages of industrial enterprises in the survey questionnaire results for some of the keyissues to make a comprehensive analysis, which also found that industrial upgrading process, enterprises inthe development of human resources and inadequate staffing needs. Also, take advantage of opportunitiesin this study, the authors have the opportunity to visit more than a dozen companies understand corporatehuman resources development in some cases, through the selection of which six are more representativecases were analyzed, one can validate and a variety of methods and theories of human resourcedevelopment proposed.After the study showed that the process of industrial upgrading, Zhongshan City, due to thecharacteristics of industrial clusters, talent requirements have changed. Enterprise development strategiesmust be developed in accordance with the reasonable development plan, designed in accordance with theneeds of staff training methods, as much as possible to invest in human resources development and toallow flexibility in the operation of part of the funds, so as to adapt to the adjustment of the economicintegrity.
