The industry background and the market environment investigation of energy performance contract (EPC) and distributed energy (DE) shows there’s possibility that they are complementary. Nowadays, there’re cases of applying the energy performance contract mode to the DE projects, but most of them are case-by-case, and still there’s not a complete system for project management aiming at the energy performance contract project of DE in the field of energy saving. The topic of this research is under the background.To ensure the legitimacy of this paper and make full use of the relevant preferential policies of energy saving and DE, the domestic relevant policies and regulations are analyzed and explained. A scrupulous market research shows there is a significant difference in earnings between the energy performance contract project of DE and conventional energy saving. According to the relevant national standard files, a model for calculating the energy saving in energy performance contract project of DE was constructed and the energy saving benefits of this kind of projects were confirmed. Then, mathematical modeling approach was built and revealed the energy saving benefits of a variety of project models on the basis of the known market rules. In order to build the project model more applicable to the projects of DE sources, the market investigations in our topic are based on three kinds of widely used and typical DE selected from distributed renewable energy, distributed complementary energy use and distributed multi-energy installations. According to the results of research, first of all, investment cost estimation module was added, and then linear mathematical tools was applied to refine the project model to make it suitable for multiple energy-using units so that they are able to use the same DE. Finally, according to the characteristics of DE in energy performance contract project, a risk control model was set up based on the futures. To show the project established in the topic and the application of risk control model, a variety of energy performance contract project of DE were simulated in the fifth chapter of the paper. After applying the model to estimate costs, analyzing the feasibility of the project and distribution of income and cost, and controlling the risk of the project, the reasonable project alternatives were obtained ultimately.
