Since the Industrial Revolution, along with the fast development of the world’s economy, as an indisputable fact, the large amount of carbon dioxide discharged during industrialisation and urbanisation causes global climate gradually get warmer. To solve the problem of global climate change, we must develop a low-carbon economy, build up low-carbon cities, change traditional economic growth pattern, promote energy conservation and emission reduction, develop low-carbon economy with low-energy and low emissions as its signs, and achieve sustainable development, which will become the common choice for economic development world-widely. This paper, guided by the new public management theory, low-carbon economic theory and the theory of ecological civilisation, combined with ecological civilisation principle of the18th National Congress of the Party and the spirit of the State Council’s document Recommendation to Support the In-depth Implementation of Ecological Province Strategy of Fujian to Accelerate the Construction of the First Demonstration Zone of Ecological Civilisation, adopts the methods of theoretical research and case studies, empirical analysis and normative analysis and others, learns from the advanced experience of low-carbon urban construction at home and abroad, and explores the path of low-carbon city construction of Fuzhou under the guidance of the theory of ecological civilisation.This paper includes6parts; the main contents of each part are as follows:Part One is about literature reviews and commentaries about low-carbon urban construction both domestic and overseas. Domestic literature reviews mainly elaborate the development and construction modes of low-carbon city and low-carbon society put forward by domestic scholars from different angles, and the strategies advocated by our government during various stages of low-carbon urban construction. Foreign research reviews explains the study of foreign government agencies and scholars on low-carbon urban construction. The research reviews mainly compare the similarities and differences between domestic low-carbon urban construction and that of overseas, as well as the shortcomings of low-carbon urban construction research.Part Two primarily explains the concepts in this paper such as low-carbon economy, low-carbon city, new public management theory, the theory of sustainable development, he theory of ecological civilisation and so on.Part Three analyses the advantages, disadvantages and current situations of low-carbon urban construction in Fuzhou. The advantages include:the condition of ecological resources is good; low-carbon technology innovation is effective; low-carbon industry has started to take shape; circular economy has a certain basis, etc. The disadvantages include:energy saving belies the extensive mode of high growth; low-carbon industrial development is relatively slow; environmental protection is hard to carry out; and traffic conditions still need to be improved.Part Four concludes both domestic and foreign experience of low-carbon urban construction. It mainly introduces the outstanding experience of low-carbon urban construction in London, New York, Freiburg, Baoding (in Hebei Province) and Hangzhou (in Zhejiang Province).Part Five makes suggestions and countermeasures on low-carbon city construction in Fuzhou. It comprehensively states the strategy of low-carbon city development based on the theory of ecological civilisation. The suggestions and countermeasures mainly include developing urban low-carbon economy, establishing the concept of ecological civilisation, developing low-carbon consumption, developing energy-saving and efficient transportation system and low-carbon living environment, and enhancing city’s ability against the changing global climate, etc.Part Six makes conclusions and shows the idea of doing further research.
