The Study On Rural Tourism Ecological Compensation In Hebei Province

As a major agricultural province, Hebei Province has historic farming culture, geographical advantages adjacent to Beijing and Tianjin, convenient transportation, with multiple types of geographical features, with unique folk customs, rural tourism has become an important fulcrum of its spanning development of tourism industry. Due to the special nature of rural tourism and weak environmental awareness of farmers, it likely to cause ecological load in rural tourism development process, need to solve the externalities caused by rural tourism by ecological compensation. Rural tourism lack of an effective mechanism to deal with compensation. Therefore, systematicly research the rural tourism ecological compensation in Hebei Province, has important practical and theoretical significance.This paper takes rural tourism ecological compensation in Hebei Province as the research object, on the basis of public goods, externality, ecological capital, sustainable development theory, by field survey, qualitative analysis and quantitative analysis, system analysis method, according to a large number of domestic and foreign scholars’researches, analyses rural tourism of ecological externalities in Hebei Province, combing the rural tourism relied on resources of ecological compensation subject and object, compensation modes and accounting methods of compensation standard, with the example of baiyangdian, analyses rural tourism ecological compensation in Hebei Province, bulid rural tourism ecological compensation framework in Hebei Province, put forward to guarantee countermeasures of rural tourism ecological compensation in Hebei Province, research conclusions are as follows.(1) International scholars research a lot of rural tourism ecological compensation relied on resources. Domestic is essentially about qualitative analysis in ecological tourist, quantitative research is insufficient, the researches combining the rural tourism and ecological compensation are few, lack of comprehensive analysis and research.(2) Rural tourism types can be divided into five types in Hebei Province, rural tourism relying on the resources development and relying on the development of tourism scenic area is easy to produce ecological compensation disputes. The development of rural tourism can produce ecological positive externalities of improving ecological tourism destinations and improving stakeholders to protect the ecological consciousness, due to the lack of reasonable planning, environmental pollution, ecological destruction and the rural culture shock cause ecological negative externalities.(3) To establish assessment index system of rural tourism impacting on rural ecology, select15factor indicators, use the analytic hierarchy process (AHP) to determine index weight, come to since2006Baiyangdian from very affect environment phase improving to affect environment phase, but not up to improve the environment and even environmental benign mutually promote stage.(4) To investigate the present situation of the ecological compensation in Baiyangdian, it is concluded that compensation subject mainly is the government, enterprise benefiting from it takes the second place. Compensation mode more is money compensatioon by the government. Accounting Baiyangdian wetland compensation standard is up to4.3984billion yuan, lower limit is91.8018million yuan.(5) To build the rural tourism ecological compensation mechanism in Hebei Province, including the establishment of ecological compensation responsibility mechanism, defining the scope of ecological compensation mechanism, to determine the mechanism of ecological compensation standard, ecological compensation policy choice mechanism and guarantee mechanism for ecological compensation system. From laws, management, economic, and social four aspects propose security countermeasures and suggestions for rural tourism ecological compensation.
