Since the reform and opening up,along with the large-scale migration of rural residents,there have been many problems in the use and management of rural homestead.The main problems are:on the one hand,lack of supervision leads to rural "multiple houses" and"Building new house but not demolished the old one".On the other hand,due to the shift of rural populations to towns,people are left empty,homesteads are idle and abandoned,and the inefficient use of rural land resources is very serious.Protection and food security pose a serious hazard.Therefore,it is very urgent to speed up the reform of the homestead system,revitalize rural idle resources,and encourage and guide farmers to actively withdraw from idle homestead.Farmers are the main body of rights for the possession and use of homesteads.Their behavior and willingness have a fundamental impact on the smooth progress of homestead exit.Existing studies are unilateral conduct research homestead farmers will or exit,ignoring the common link between the two.Also we found that in actual observation,there is a difference between the behavior and the willingness of farmers to participate in homestead exit:Although some farmers to exit the wishes of the homestead,but no actual exit behavior,and some farmers no desire to quit,but "was upstairs," "quit being" farmers rights are not fully guaranteed.The existence of this phenomenon is obviously not conducive to the smooth progress of homestead exit.Therefore,this paper will attempt to both theoretically and empirically investigate factors affecting farmers' participation and willingness of the homestead exit behavior,and why both produce differences.First of all,it analyzes the functional evolution of rural housing sites and the exit status of homesteads.Summarize four functions of homestead:social security function,production function,asset function and ethical function;The evolution trend of homestead function is that the functions of production factors,social security functions,and ethical functions have gradually weakened,and the assets of homestead have become increasingly prominent;The experience of homestead exit mainly includes the determination of rights,respect for farmers' willingness,the adoption of market-based measures,and the implementation of a four-level linkage management system.The difficulties faced by homestead exit include the low participation of farmers,over-reliance on administrative promotion,unreasonable compensation,and the worrying production and living conditions of farmers after exit.Secondly,combing the formation mechanism of farmers' participation and willingness of the homestead exit behavior.Combining with the theory of cost and benefits and planned behaviors of exiting homesteads,we have constructed an analysis framework for behavior and willingness of rural households to exit homesteads:On the one hand,due to the differences in the characteristics of the occupation and income,differently differentiated peasant households have different cognitive and reliance on the functional value of homestead,and different costs and benefits for exiting homestead.On the other hand,farmers will be differentiated by three pre-factor theory of planned behavior to the role of farmers,thus affecting farmers quit the homestead act and willingness decision-making;At the same time,behavioral attitudes,subjective norms,and perceptual control have different effects on the extent or emphasis of homestead exit behavior and homestead exit intention,and the three pre-factors themselves can also lead to differences in behavior and willingness of the behavioral subjects.Again,an empirical analysis was conducted on the behavior and willingness of rural households to participate in the exit of their homesteads in Jiangsu Province.By building homestead farmers to participate in exit behavior and willingness model,behavior modification and willingness to amend the model to verify the factors involved in farmers homestead exit behavior and will.The results show that:farmers homestead is not the same willingness to withdraw its exit behavior.Behavior and attitude and perception control of homestead farmers exit behavior and willingness to have a significant effect,but only exit subjective norms influence behavior;Farmers' willingness to withdraw from their homesteads and exit behaviors are affected not only by the differentiation characteristics of rural households,but also by their own subjective judgments,considerations of personal endowment conditions,and the influence of external groups' normative utility.In addition,it discusses the causes of farmers' participation and willingness homestead exit behavior differences.The results show that:farmers differentiation,subjective norm,perceived control class variable part is the cause of farmers' participation and willingness homestead exit behavior differences;In the process of transforming the willingness of farmers to behaviors,the behavior of neighbors will be weakened,and the cadres' organizational appeals will be strengthened,and the characteristics of their own occupations will be taken into account and their economic conditions will be neglected.Finally,based on the above theoretical and empirical analysis results,relevant policies were proposed from the perspectives of improving the attractiveness of exiting homesteads to rural households,focusing on the guidance of farmers,improving the efficiency of homestead exit work,and reducing farmers' dependence on homesteads.Suggest.In order to promote the actual exit behavior willingness to withdraw from the homestead farmers,by strengthening the replacement of residential construction,give full consideration to the rural lifestyle;role specification village cadres,improve the overall quality;develop a detailed implementation plan to simplify the exit process;strengthening farmers' vocational skills training,an expanding multi-channel non-farm employment services to advance.
