Zigong city currently there are still unreasonable energyconsumption structure, high quality resource, basic management need to further strengthenthe problem. With the increase of population and city development,"two" of the processaccelerate ceaselessly, the demand for energy is on the rise, and Zigong city of scarce energyresources, which makes the access link control project on saving energy consumptionbecomes more and more important. Construction projects of fixed assets investment in thenational economic construction and the social development process plays a very importantrole, while at the same time, the consumption of energy resources is also accounted for ahigher proportion in the total energy consumption of the whole society. In this paper, throughin-depth analysis of the current policy project energy assessment and review of laws andregulations, combined with actual work, the work of the current situation, especially adetailed analysis was carried out in a level governments in the work, and points out that thework is currently existing institutional mechanism is not sound, personnel strength is weak,not strict implementation the lack of effective binding force and effect, to reflect the problems.The reasons of problems with relevant state policies and regulations are not perfect, work topromote mechanisms not straighten out, the lack of professional knowledge, awareness ofenergy saving enterprises talent shortage and the lack of effective supervision. Finally, in viewof the above problems and causes, this paper puts forward some countermeasures andsuggestions on the current work.
