Research For Optimizing Energy-saving Evaluation And Review For The Industrial Projects In Ningbo City

Ningbo consumes large amounts of energy every year.Most of the energy is imported.Ningbo began to implement the energy-saving evaluation and review for the industrial projects in 2007 to control the energy consumption of industry from the source and imporve the efficiency of energy utilization in the city.After 2007,the expansion of high energy consuming industries was inhibited,but,a few illegal high energy consuming projects were still constructed in fact.There are still some problems with the energy-saving evaluation and review for the industrial projects in Ningbo.This article uses the methods of investigation,game analysis,literature researching and integrates the current situation to analyse the work.We finally find that the problems with the work inclues excessive government-led,improper way of operation of the energy-saving evaluation companies,project owner passive participation and low level of public participation.Preferentially,we need to imporve the energy-saving evaluation and review for the industrial projects in ningbo.We contrast Ninbgo with other city from china or foreign country to get inspiration.Together with good governance theory and multi-center governance theory,we raise the way to imporve the energy-saving evaluation and review for the industrial projects in ningbo:The government needs to formulate reasonable policy, weak the functions of participate,strengthen the functions of regulating and comply with laws.The energy-saving evaluation companies need to improve ability, independent and competitive.In addition,strengthening the policy advocacy, establishing energy trading mechanism,the punishment of illegal acts,opening up channels for public participation,the development of folk organization is necessary too.
