The Method Research Of Cities And Counties In Docking Realizing Urban And Rural Integration

As we know that China’s dual economic structure still exists. With the rapiddevelopment of our economy, the widening gap between urban and rural areas hasseriously restricted the sound and rapid economic development. Based on this situation,urban-rural integration has been on the agenda and becomes the focus of attention ofdomestic people from all walks of life. Different regions are busy and actively exploringtheir own type of urban-rural integrating. In the process, a new urban-rural integration path----“cities and counties in docking” model arises at the historic moment.This article put an empirical research to the development path of Shiyan to realizeurban-rural integration, in order to analysis the role of docking of Shiyan City and YunCounty plays in the process of promoting urban-rural integration and to find out theirdeficiencies, from the new perspective of cities and counties in docking. So that it canprovide some valuable experiences for other regions to choose the implementation path ofurban-rural integration.In this study, first of all, the related researches on urban and rural integration both athome and abroad are reviewed. Based on certain theory, with the analyzing on the presentsituation of the urban and rural integration development, the necessity and feasibility ofimplementing "cities and counties in docking" were emphasized. Then, as the empiricalresearch of docking of Shiyan City and Yun County, under the comprehensive analysis ofthe measures taken by cities and counties in docking, path graph was summarized. Thenbased on the before research results of evaluation index system of urban and ruralintegration, combined with the reality of the situation in the present study, this paperestablished the synthetically index system suitable for evaluation of local development, andestablished the evaluation model. Both from the longitudinal and transverse analyses, itconcludes that the integration of urban and rural development of Shiyan is slow as it is stillin the early stages of economic integration. But cities and counties in docking promotedthe leap-forward development of yun county. There are a lot of disadvantages for Shiyan toaccelerate the process of urban-rural integration in all aspect, such as economicdevelopment, industrial structure and ecological environment protection. Finally, combinedwith the experience and lessons of urban-rural integration development in our country, theauthor summarized five Revelations of the urban-rural integration related practice in ourcountry, i.e. The development choice should seek truth from facts; In the implementation, to unify urban and rural planning, to guarantee the industrial develop in integration; Tobring the government into play the leading role; To realize the realization of the integrationof urban. And rural areas is a gradual process.
