Economic globalization and regional economic cooperation has become the two major trends of theworld economic development. China and Central-Asian agricultural products trade is not only thecentralized expression of economic globalization, but also a beneficial choice for the rise of China towardsthe world. In April1996, the establishment of the Shanghai cooperation organization gives China andCentral-Asian countries the fresh blood. In September2013,"The Silk Road Economic Belt" is alsopromoting the development between China and the five Central-Asian countries. For the five Central-Asiancountries, because of the global financial crisis, enhancing China and the five Central-Asian countries ofagricultural products trade facilitation will be the future development direction of international trade.Based on the theory of knowledge of trade facilitation, this paper analyzes the agricultural productstrade status of China and the five Central-Asian countries. And then it comprehensively explores theagricultural products trade facilitation’s present situation and problems of China and the five Central-Asiancountries from four aspects which are port logistics, customs environment, regulations and businessenvironment. On this basis, this paper uses statistical data of questionnaire statistical data and the worldeconomic forum to analyze the influence factors of agricultural products trade between China and fiveCentral-Asian countries. And then it puts forward the trade facilitation operating mechanism of China andthe five Central-Asian countries referring to the experiences of developed countries.Through qualitative analysis and questionnaire model analysis, we can draw a conclusion that tradefacilitation development showed significant effect on trade of agricultural products. Although the overalllevel of Chinese agricultural products’ trade facilitation is higher than the level of five Central-Asiancountries, the agricultural trade facilitation level of China is lower than the five Central-Asian countries. Sothe trade facilitation of the road between China and the five Central-Asian countries is still very long. Onthe basis of comprehensive analysis of trade facilitation’ status quo, this paper puts forwards that we shouldpromote mechanism of agricultural products trade facilitation. And then it designs a four-in-one way whichconsists of government, enterprises, associative industry and academic groups. For the aspect ofcooperation between China and five Central-Asian countries, this paper establish Trade FacilitationCommittee to promote the agricultural products trade facilitation between China and the five Central-Asiancountries and a multi-level, networking and regional coordination system.
