To improve the competitiveness of enterprises is one of the important means to improve the management of the cost management and control of Engineering project. Cost control is one of the most effective methods of real estate enterprise profit, the purpose of corporate operation, also is the enterprise in market competition to obtain the survival and profitability is the motive power of development.Real estate holds the extremely important status in the economy of our country, real estate development plays a dominant role in the economic development in our country. The current social estate industry to flourish, in the current situation, the real estate investment is a very intense competition, long construction period, large investment, high investment risk industry. So, the fundamental problem of the real estate industry is how to best way to complete the cost control, it is a purpose of reducing cost management work, to ensure project quality and construction period and at the same time, make a reasonable necessary expenses forecast reasonable planning to control what happens.To find out the method in the fixed income situation under control and reduce costs, and efficient operation of existing cost. So the optimization of capital allocation is the key to cost control.However, cost management is good or bad, depending on the method of cost management, the paper in the real estate development decisions involving phase through the contrast of the traditional method of cost management and target cost control method, for example to prove that the target cost management can effectively control the real estate cost, increasing the maximum operating profit.Study a comprehensive cost control in the decision-making of real estate project design phase is a very difficult task. The cost of real estate involves many aspects, the main four stages investment decision-making and design stage, preparation stage, construction stage and marketing stage, but because of China’s domestic policy differences, these are smaller there is a big difference. However, long-term since, our country put the focus of cost control in construction stage, most will not pay attention to in the decision the design phase of cost control, in this way, can cause the situation of\"better late than never\", also can make the whole project is the wasted effort. According to the above problem, this paper use the traditional cost management present many problems, to the most effective way to research the cost control of real estate enterprises, and using the most effective and reasonable method to control standard, clear control category, strengthening the market concept of decision-making and design stage to improve seriously, to reflect the cost control to existing development direction of real estate enterprises on the market today.
