The Grain problem has important strategic significance, as it is fundamental tothe stability of human survival and development, economic and social stability; as animportant yardstick to measure the level of modernization of a country or region,urbanization, industrialization is undoubtedly an important part of the economicdevelopment of countries in the world. A clear requirement for the construction of theCentral Plains Economic Zone is to go to a “new urbanization, new industrializationand agricultural modernization” in coordination of scientific development, which isnot at the expense of agriculture and food, ecology and the environment, so it meansdeveloping new urbanization and ensuring food security issues shouldremain the same.The level of urbanization of Henan Province is lower than the national average inthe country; it is at a stage of rapid development. Firstly, the paper illustrates theconnotation of urbanization and the law of development of World Urbanization,contrasts the level of urbanization in Henan Province to the national average, anddescribes the status of urbanization in Henan Province. Then illustrates the meaningof food security and define the scope of safety of grain production in this paper, ingeneral including the quantity safety and quality safety, demonstrates the relationshipbetween urbanization and food security. Urbanization has the influence of the demandfor food, such as aggregate demand; ration demand increasingly refinement, fooddemand structure constantly improve; Food demand in urban and rural and regionaldifferences will further narrow; demand for food tend to be more diversified anddictionaries. The impact of urbanization on food supply changes, such as arable land,labor movements and the movements of the amount of labor input. In contrast, foodsecurity also affects the process of urbanization. At the same time, through theestablishment of dynamic coupling model of urbanization and food security, the dataon the theory is demonstrated at the highly development stage of urbanization in Henan province, the urbanization and food security has a contradiction and symbioticrelationship. Through a village in Henan Province, the survey found that urbanizationbrought food production and security issues, including the quantity and quality onsecurity issues. Such as the use of arable land, the input of migrant labor, the problemof water scarcity, vulnerable to prevent the ability to respond to natural disasters, lackof investment in agricultural science and technology issues and so on. The quality offood safety issues including water pollution, seed quality problems, excessivepesticide use fertilizers and profit-driven farmers with no security threat. To the faceof all these problems, the paper in the farmer’s standpoint, from the Angle of theobjective and subjective analysis of the causes of food safety problems. Subjectivereasons include grain opportunity cost problem, the proportion of income of grainproducers and expectations of grain yield; objective reasons include less arable land,disharmony between food prices and costs, subsidy policy does not reach thedesignated position and the range of popularizing agricultural science and technology,then gives relevant policy Suggestions: Balance urban and rural planning andindustrial layout, to protect arable land resources; Innovative business model of foodproduction, to establish cooperation economic organization, perfecting rational landcirculation mechanism; Increase scientific and technological innovation, intensifyscientific research and popularization; Establish appropriate food subsidiesmechanism, good service to the food and agriculture socialization service andinsurance system, and explore establishing food crop insurance policysystem; Improve the grain risk fund supporting policies; establish and improve thefood security early warning and emergency response system.
