Mobile Internet is gradually penetrated into various aspects of people’s life and work, richdiversity of Mobile Internet Apps have a tremendous development, profoundly changing the sociallife in the information age. Meanwhile, it also has posed a serious challenge to the traditionaltelecommunications operator. Weak new user growth, sluggish voice revenue growth, data flowcannot satisfy the user needs, all these problems generate a great deal of distress to communicationoperators, including Hubei Mobile communication operator. Changing the traditional businessmodel, accelerating the implementation of flow management strategy is a common choice faced bythe current operators.Firstly, this thesis discusses the concept and theory of mobile Internet and flow management,studies on the new flow management models formed by foreign telecommunications operators andgeneralizes the development experience, and analyses the current domestic flow managementsituation and issues. Secondly, combined with the status and practical needs of Hubei Mobile flowmanagement development, it expounds the necessity and feasibility of Hubei Mobile to carry outflow management. Then, some cases about flow management are analyzed in particular. Finally,combined with actual situation of Hubei Mobile, four flow management strategies are proposed.The specific business strategies: First is network strategy, to give full play to2G,3G,4G andWLAN four network coordinated triage role in achieving accurate network deployment, diverting,and eliminating “hot loaded with cold”; Second is terminal strategy, through terminal traction, doflow deep to achieve terminal sticky operations and improve smartphone customer flow value;Third is flow control strategy, to give full play to the advantages of the pipeline, to achieveuser-level policy control and service quality assurance so that the pipe becomes manageable andcontrollable, to maximize the value of user data; Fourth is service marketing system strategy, toimplement services from flow charges, terminal flow service extended to the overall flow alertservice marketing strategy.
