The total factor productivity is always considered to be an important source of economic growth, and also an important index for improvements of regional economic development quality, technological progress and efficiency improvements. With the development of international economic situation and economic theory, green TFP can reflect the quality of regional economic development under the rigid constrains of environment and resource more scientifically. In order to evaluate the performance of regional economic development more reasonably and scientifically, this article firstly establishes the input-output index system of green TFP based on related economic theory and methodology model, then adopts the DEA-Malmquist method to make a comprehensive analysis of overall trends and regional differences on green TFP in30provinces of China except Tibet from year2003to2012. It turns out that the regional green TFP in30provinces has improved during the sample period, and technology progress contributes to the improvement in productivity mostly. The regional distribution deviation of green TFP among different provinces which is "higher in middle areas and lower in east areas", is related to the distribution deviation of corresponding technological progress rate and green technological efficiency, which is "higher in west areas and lower in east areas" and "higher in east areas and lower in west areas" respectively. After that, based on the global Moran index analysis, it shows the Moran index of inter-provincial GTFP presents periodical fluctuation in the short time, Inter-provincial green TFP not only has space spillover effect, but also strong spatial dependence effect, and the GTFP index prensents cluster distribution in space, the number of provinces whose GTFP is in a higher level increases year by year. Then, we adopt the spatial economic methods to study the impact of factors on the inter-provincial green TFP. These factors include independent innovation and technology introduction which stands for technological progress, and the level of economic development and industrial structure which reflects technological efficiency. Local industrial structure and independent innovation has significant positive effect on green TFP in China, while technology introduction and the level of economic development dosn’t. The technology introduction in neighborhood districts even has a significant negative influence on the inter-provincial GTFP.Finally, according to the empirical conclusions, we put forward some relevant policy suggestions as a reference, with the consideration of problems existing in the process of economic development in our country and some government policies...
