Since the beginning of reform and opening up, with the rapid advancement ofindustrialization and new urbanization, large amounts of immigrants from rural areashave become a huge special group that can not be ignored. They have made specialcontributions to the national economy and thus become an important factor of thestability of domestic society. However, because the reform of urban-rural dual systemhas not been made a fundamental breakthrough, the immigrants from rural areas are stillvulnerable and unable to integrate into cities. The most essential performance is thatthey can not share the equalization of basic public services with the citizens, such asemployment, health care, education, housing and social security etc. In fact, in thebackground of urban and rural development, citizenization of immigrants from ruralareas seems to be irreversible. If the citizenization work continue to lag behind theprocess of economic and social development, that must inevitably trigger a series ofproblems. Therefore, make a research on citizenization of immigrants from rural areas isof great practical significance.In this paper, based on the equalization of basic public services, we firstly define themeaning of relative concepts involved in the article, and describe the theoretical basis ofcitizenization of immigrants from rural areas. Thereafter, this paper analyzes the presentsituation of supply and demand contradiction in the process. Compared the cityresidents, with the immigrants from rural areas, there exists huge gaps in meeting andenjoying basic public services. Then, considering the financial problems ofcitizenization which is faced by the local government, we select19cities of YangtzeRiver Delta, Pearl River Delta, the Bohai Economic Zone and some other easterncoastal cities where have much more immigrants to estimate the social of citizenization.Finally, based on the analysis result of relevant data, we propose policyrecommendations of government for effective supply of basic public services.Results of the calculation show that, the total costs of citizenization in developedeastern coastal cities may be relatively high. One of the main reason is that the risinghousing prices leads to a serious increase in housing costs, thereby largely increasingthe citizenization costs. However, because there is no need for local governments tobear the entire citizenization costs, and no need to accomplish the process overnight, the original resources can be effectively integrated during the process and thus reduce thecosts. Therefore, local governments will not greatly take the annual social costs. Localgovernments has the responsibility and ability to bear the cost. In solving practicalproblems of citizenization of immigrants from rural areas, we should rightly deal withthe relationship between vertical and horizontal governments, form the central and localgovernments, businesses and immigrants in one pattern to undertake the cost, andselectively promote citizenization of immigrants from rural areas according togeneration and regions. Meanwhile, we should strengthen the affect of transfer paymentsystem, improve relevant institutional reform, optimize the city management anddevelopment patterns, in order to smoothly realize the identity change of immigrantsfrom rural areas.
